The proposed building for this lot drastically exceeds the City's density standards. The building is too large for the lot and the setbacks are extremely small. The proposed building would be situated right up to property boundaries without respect to neighboring properties. Forty to fifty percent of the footprint of the building would be past the crest of the bluff. The weight of this structure significantly compromises the integrity of the bluff and poses a hazard for surrounding buildings. Damage to surrounding buildings is likely. No engineering or geological study has been provided by the developer. Financial assurances to cover damages to surrounding buildings should be required of the developer. The proposed property development provides grossly inadequate surface parking for visitors and deliveries. There is no space for a turn around drive. This design sets up for a potentially hazardous situation as every visiting car and truck that turns into the driveway will have to back out across the sidewalk and onto Prospect Avenue. This scenario puts at significant risk the safety of all pedestrians and vehicle traffic traveling on Prospect Avenue. Semi moving trucks and service contractor trucks will have no place to park. They will most likely park on the street in front of the building thus, blocking a lane of traffic on Prospect Avenue. The above mentioned issues which are directly related to lack of provision for surface parking would negatively impact traffic flow and put safety at risk on an already very congested Prospect Avenue. Milwaukee Zoning Code of Ordinances, section 295-103, states that the purpose of the ordinance is to "maintain safe pedestrian and vehicular circulation...prevent and control erosion, sedimentation and other pollution...enhance the streetscape and pedestrian environment...maintain a compatible scale of development...and encourage reinvestment in established urban neighborhoods while protecting their unique characteristics...". The proposed project violates every one of these principles and therefore, should be rejected. My respectful request is that the Committee strongly consider the negative impact and long term ramifications of the proposed development at 1550 North Prospect Avenue.
