To all Council members, please let this email serve as my strong support to have Rocky Marcoux 
reconfirmed as DCD Commissioner.  Our firm has worked closely with Rocky and DCD staff 
over the years, and I truly believe he possesses a strong vision for the City of Milwaukee 
together with a skill set which allows for collaboration on specific projects.  It is reported that 
some Council members believe there is too much focus on our downtown area.  General Capital 
has worked, as a direct result of Rocky’s efforts, in a number of areas in and around the 
City.  We have created affordable housing in Bay View and across from the Schlitz 
office  complex.  We have constructed  industrial space (Century City) at 35th & Capitol Dr., and 
developed pad ready sites at Reed Street yards with an important water driven theme.  We have 
been presented with sites, opportunities and relationship introductions for numerous other 
potential developments all around the Milwaukee area, as have many other development firms. 
There has been job creation and development momentum in our City.  It is hard to fathom why 
the Council would stop this momentum and search for a replacement to head DCD who would 
need to climb the learning curve.  Real estate development is a long term process…I support 
Rocky, who has proven himself over the long term.  Thanks in advance for your consideration.
