I wanted to bring your attention to a file that will be on the agenda at your December 8, 2015, meeting of the Zoning, Neighborhoods, and Development Committee. File No. 150857 relates to the change in zoning from Two-Family Residential (RT4) to a Detailed Planned Development (DPD) for supportive housing at 1914-18 North 6th Street, on the northeast corner of North 6th Street and West Reservoir Avenue, in the 6th Aldermanic District. My agency, Wisconsin Community Services (WCS), is working with Cardinal Capital Management, Inc., the entity requesting the change, to provide 24 units of supportive housing on this site for a harm reduction house. This development is the first of its kind in the State of Wisconsin. It is known as “housing first,” a proven strategy for working with low risk, high need persons who have an addiction to alcohol so that they have safe housing and can work toward treatment goals without disrupting the community and incurring civil, or even criminal, violations. Until last year, WCS owned and operated the structure that is currently on that site as a residential program (halfway house) for persons returning to the community from incarceration in Wisconsin facilities. Over the past 20 years, we have participated actively in the neighborhood association and have been committed to the safety of neighborhood residents and area businesses and organizations. We remain committed to these goals. As you can read in the file, no one spoke in opposition to this change at the November 9, 2015, public hearing and the Halyard Park Neighborhood Association has expressed its continued support for the project. The project also received tax credits from WHEDA in the 2015 cycle. The attached letter from Executive Secretary Marcoux indicates that, since the zoning change is consistent with the Northeast Side Comprehensive Plan and BOZA's previous approval of the use, the City Plan Commission recommended approval of the subject file. We hope that your Committee will grant this zoning permit on an ongoing basis so we can move forward with this exciting opportunity to increase safety and better direct public resources to housing and treatment rather than the justice system.
