It was permitted by zoning as a matter of right in 1999 under the old code.(It did require approval by the Bd of standards under s244 for erecting an illuminated or flashing sign within 3’ of a property line.) 2) Danny’s report indicates that Greenfield & Oak Creek require a minimum duration for on-premise signs of 5 seconds. I did run for you a list of all on-premise sign permits issued since 2010. Also did a quick search using the words ‘changeable’ and ‘message’ on the BOZA database and PTS. Not sure if it helps much.
