Subject: Update on the Milwaukee Civic Partnership Initiatve/Summary of MCPI Contract

Hello Common Council Members - I am e-mailing you to update you on the status of the Milwaukee Civic Partnership Initiative (MCPI).  The MCPI aims to increase City revenues by expanding marketing partnerships with private sector businesses and nonprofit organizations in the areas of advertising, naming rights, sponsorships, and in-kind contributions. 

 

CCFN 120396, adopted by the Common Council in September 2012, directed the Department of Administration (DOA) to issue a Request for Proposals (RFP) for a consultant to develop and execute the MCPI.  DOA has chosen The Superlative Group, an Ohio based firm specializing in the selling of naming rights and corporate sponsorships in both the public and private sectors. 

 

Early this summer, DOA engaged the Office of the City Attorney to assist with MCPI contract negotiations and has approved a proposed contract.  DOA has requested that the proposed contract be considered by the Finance and Personnel Committee on Thursday, September 19, 2013 and the full Common Council on Tuesday, September 24, 2013. 

 

Essentially, DOA proposes to implement the MCPI in two phases.  Phase 1, to begin in October 2013, will involve a valuation on the City’s assets and will be completed in three to four months.  Phase 2 will begin in early 2014 and will involve the facilitation of marketing partnerships with corporations and nonprofits based on the Phase 1 asset valuation.  See the attachment which describes the proposed contract in detail.

 

I ask for your support of the MCPI contract as proposed.  The MCPI holds the promise of generating significant revenues to support City services and programs and has been crafted in a manner that is fiscally responsible. An MCPI team comprised of representatives from several departments will review and oversee the vendor’s asset valuation and recommended marketing proposals for Phase 2 before forwarding them to the Common Council for consideration.
