Terrace Avenue Ms. Elmer, as I will be unable to attend the Milwaukee Preservation Commission's (MPC) meeting on Monday, November 5th, 2023, I am providing you with this note regarding my concerns of the COA for 2409 N. Terrace Avenue, Milwaukee, which is located in the North Point North Historic District. My comments are based on the letter you have received from Sheila Reynolds and Bob Chang, and I will use the same section titles as noted in that letter. FRONT SETBACK I fully concur with Ms. Reynolds and Mr. Chang's concern, specifically the proposed set-back of 25 feet. Although it is unclear to me why the contemporary home to the south of 2409 was allowed a 27.5 foot set-back, I see no justification for the proposed set-back of 25 feet. For the reasons noted in the letter provided to the MPC by Mr. Chang and Ms. Reynolds, I would strongly object to any set-back less than 30 feet. METAL ROOFING Although this may be a mute point, as it appears that the MPC previously approved this type of roof for the modern construction on our block, as the neighborhood is neither industrial or rural, adding more metal roofs to any home in the neighborhood seems nonsensical. Specific to the noise issue, should the metal roof be approved, if there is a way to assure that the owners provide a sound dampening technique to minimize the noise created by the metal construction, that should be considered and required. This seems to be the respectful action to take to decrease external noise pollution created by this type of roof construction. SETBACK INCURSIONS I would request that the MPC require the owners of 2409 Terrace to completely remove the egress window wells for the reasons noted by Ms. Reynolds and Mr. Chang. They are inconsistent with the neighborhood and would also create a hazard for the wildlife that find the North Point North Historic District their natural habitat. Even more concerning would be the safety risk to young children who may fall into such a well. As to the placement of the air conditioning unit(s), they should not be visible from the front of the house, and I would request that the MPS consider having the owners place the unit(s) in the back of their house or at a rear roof location, consistent with the other homes on the block, thereby preventing the condensers from being seen at the street level.
