Before any hearing can be scheduled or any consideration of a local designation can occur, I am formally requesting that the applicant provide the full set of technical studies necessary for an informed and legally sound review. Because this is a private property already listed on both the State and Federal Registers of Historic Places, the burden of demonstrating the need, feasibility, and impact of an additional local designation lies with the party seeking it—not the property owner. Proceeding without complete and objective documentation would deny all parties the due process required in a case with significant financial, structural, and regulatory implications. To that end, I respectfully request that the applicant provide the following materials prior to any hearing date being set: 1. A third-party structural report evaluating the current condition of the building and outlining all repairs required under local historic standards. 2. A full rehabilitation feasibility study, including scope, materials, and projected construction timelines under local designation requirements. 3. A cost-impact assessment detailing how local designation would affect repair, maintenance, and compliance costs compared to the federal and state listings already in place. 4. A use and revenue viability analysis showing the financial feasibility of potential tenants or community uses under the restrictions imposed by local designation. These documents are standard in contested designation cases and are essential for evaluating whether a local designation is appropriate, practical, or financially viable. Without these studies, the Commission would be forced to make a decision without understanding the true impact of the proposed designation on the building, on the owner, or on the surrounding neighborhood’s economic diversity and affordability. I want to reiterate that I am committed to open communication and to working in good faith, but we cannot proceed based on assumptions or emotion. A thorough, evidence-based review is necessary before any further steps are taken. Please confirm that these studies will be required of the applicant and that no hearing or vote will be scheduled until they have been completed and provided to all relevant parties.
