The Milwaukee Common Council just voted to refer to its zoning
committee Ald. Bob Bauman's proposal seeking to rescind the transfer of
city-owned land because of changes in the design of a state office building that
would be developed on the site.
I'll have more later at JSOnline and in Wednesday's
Journal Sentinel about the Tuesday morning council debate. I had an earlier blog
item today about this proposal, which includes renderings.
At issue is a 60,000-square-foot building, to be developed on a
vacant parcel bordered by W. Wisconsin Ave., W. Michigan St., N. 26th St. and N.
27th St.
The Milwaukee Common Council and Mayor Tom Barrett in April
approved selling the city-owned parcel to the proposed building's developer, an
investment group led by Joe Klein, for $1. City officials hope the $10 million
project will spur additional development in the
neighborhood.
The state Building Commission, chaired by Gov. Scott Walker, in
June approved the Bureau of Milwaukee Child Welfare's lease at the building.
That will consolidate existing bureau offices.
Bauman sponsored a resolution to rescind council approval for
the land transfer, which hasn't yet occurred.
Bauman, whose district includes the west side site,
says the proposed building looks substantially different from
renderings used when the council approved the land sale. He said the building
now appears to have two stories, instead of three, with different materials and
window arrangements.
Klein says the building still has two to three stories, with
that variance caused by a slope at the development site. He and city Development
Commissioner Rocky Marcoux say the building has had changes, but none of them
are substantial.
The land sale doesn't require council approval for the
building's design, although it does require the final building plans to be
consistent with the preliminary plans.
Marcoux said Department of City Development officials last week
approved the final design, and Klein said his group hopes to soon complete the
land transfer and begin construction.
