From: David Boucher [parkbeat@sbcglobal.net] Sent: Wednesday, October 10, 2012 2:18 PM To: matt@cdamilwaukee.com Cc: teig@cdamilwaukee.com; Lee, Chris Subject: Washington Park NID Chris, I SUPPORT the creation of the Washington Park NID for the following reasons: 1- historically, the neighborhood saw the greatest improvement in homeownership when WHEDA targeted low-interest mortgages w/rehab funds to the area. Since we don't have clearly defined geographic boundaries in all directions, this was the best way to inspire local investment. Creating insentives to move here, such as the NID would fill in this gap with resources available to assist with renovations for BOTH foture own-occupants and future ones. 2- I support the NID even though it will cost me as a local homeowner/investor as much as $300/year. At the same time, I wish to ensure the money is maximized toward the goals above. Staffing and administration costs as well as community building projects are necessary components yet ones that may be quite subjective and ought be controlled/monitored closely. 3-I have supported and worked with the Wash Park Partners since the beginning in 2003. The NID embodies the goals of 3 different versions of the Wash Park community plan representing the collective goals of countless dozens of persons with a dedicated funding source. 4-Alternative revenue streams for community building efforts intended to support low income communities is quickly shrinking, making this all the more important over the next year, as struggling homeowners left underwater with few sources of rehab funds. Feel free to contact me with questions.
