Not sure who is drafting our "Blanket Authority" resolution for the Extra Duty Employment matter, but the Comptroller's office brought up some issues.

Our position is as indicated below by Lt. Johnson. We would like the resolution to cover our authority indefinitely, if possible. If an annual resolution is mandatory, can we cover 2010 and 2011 in this first go-around?

Capping us at $20,000 will require somewhat regular trips before the CC. I believe a $50,000 cap will cover most events, except for maybe 3-5/year. This is a reasonable volume of events for which we would come before the CC for authority.

No issue with closing out the books for a particular year for accounting purposes.

Anything else I can do to assist, please let me know.

Just confirming the details of our conversation.

We would like the resolution to be written in a manner that would give us blanket authority to receive and expend monies without having to come back annually for approval.
We would be open to requesting authority anytime we will be receiving or expending more than $50,000. The current info we have is that we may need to do this at $20,000 (which we anticipate to occur regularly), creating a significant administrative workload.
We are in agreement that all funds earned in 2010 would be spent before the end of 2011, 2011 funds spent in 2012, etc. so there would not be significant carryover of funds.
