Minutes note: Minutes of 10/18/2021 approved on motion by Zimmerman; no objections. Minutes from 11/1/2021 meeting have been placed in the shared drive, members were asked to review for the 11/29 meeting.

Minutes note: Review and discussion of template draft that had been in the shared drive. Wiggins shared his screen to view the 22-page draft. Key points: Shambarger still plans to present to the Common Council in Dec., then hire a consultant in 2022 to draft the final Action Plan from the reports presented by all the work groups. He still wants the work group reports to follow the template, with the draft reports being 8-10 pages. The group agreed that the draft needs to be cut greatly (22 pages down to the 8-10). This means focusing on the recommendation and eliminating or greatly condensing materials not directly relevant to the recommendation(s). Language needs to be clear and concise. It would be advantageous to find pictures, charts, diagrams, and/or graphics to tell the story visibly with less need for words. The description of organizations working on food rescue or emergency food is good, though the section might have to be shortened. The emphasis with a recommendation should be to build on these programs. Jedibudiah suggested using another inverted triangle like the EPA Food Recovery Hierarchy to highlight “Lead By Example” organizations? We discussed how to get real numbers for the “Quantitative Outputs” section. Shambarger said we can be general or leave this section blank for now because it is hard to calculate or estimate numbers without a budget. One FTE job might be created, for example. Shambarger noted that the Leading by Example section is meant to include City and County examples. Key numbers are 15% of waste the waste stream being wasted food (2021 DNR Waste Characterization Study) and 15-30% of residents being food insecure. Discussion of how to help expand the Gleaning network described at our last meeting. Collaboration and the City offering what it can, such as mapping, might be possible. Help getting funding might be possible. One job may result here. Re. Secondary Strategies: the Group liked all 3 suggestions, wanted additional ideas such as governments required to buy compost . Shambarger noted that a biodigester and/or composting recommendation is needed for food that is spoiled and can’t feed people. Action Items/Next Steps Jedibudiah will continue to edit document, adding live links and looking especially for graphics that can explain concepts and enable fewer words. Zimmerman and Wiggins will continue to edit the draft. Shambarger will talk with Gordie at the County to see if there are any examples of County efforts that can be cited in the “Leading by Example” section. The goal is to adopt our final plan at our Nov. 29 meeting prior to the next Task Force meeting Dec. 1
