Attendance: Bruce Wiggins and Erick Shambarger, Co-Chairs Rob Zimmerman, Kurt Baehmann, Samantha Longshore, James Jedibudiah Guest: Anna Busalacchi (left 3:20) Wiggins called the meeting to order at 3:07. Jedibudiah took notes, will send to Wiggins for review. With 5 members present, a quorum was reached (plus 1 public guest) Minutes of 6/21/2021 meeting: On motion by Zimmerman, with no objections, the 6/21 minutes were approved as written. In the future, Wiggins will notify the group when draft minutes are in the Google Drive.

Minutes note: Change of Leadership and Membership Wiggins announced that Janet Meissner Pritchard has resigned from the group and the Task Force has named Erick Shambarger as Co-Chair with Wiggins. Jedibudiah is the new Americorps staff person in ECO. Introductions followed. Baehman announced he will be going on child-rearing leave soon.

   3. Work for the remainder of 2021 Products: Template and Slide show Timetable People Review of Shared Google Drive and documents Public engagement

Minutes note: Work for the remainder of 2021: Wiggins and Shambarger indicated the goal is now to complete the chapter template ASAP and also do a short slideshow (i.e., 2-3 slides). Shambarger said he aims to show a slide show with all the work groups’ big ideas to the Common Council before the end of the year, to get Council buy-in, then write the final plan in 2022. Regarding the purpose of the secondary strategies in the template, Shambarger said they allow work groups to include ideas but allow concentration on the one big idea. Regarding inclusion of budgets, Shambarger said that inclusion of budgets and implementation agency responsibilities will facilitate implementation. The more realistic the plan (big idea) with a budget and an implementation plan, the less likely it will sit on a shelf. Longshore has completed a draft of the template for our work group. Wiggins will send it to the group and also place it in the shared Google Drive. All members will review the draft Template and provide feedback before the next meeting. Longshore will draft slides and send to the group. Reusable Container Program (listed in the template as a secondary strategy): Baehman reported that previous discussions proved there was interest, but work stalled when trying to find an organization to operate the collection and cleaning process. Baehman will send background info to Jedibudiah, who will discuss the concept with Plastic Free MKE and report back. Composting – This can be an Important aspect of reducing food sent to landfills and reducing GHG emissions, but per the EPA “Food Recovery Hierarchy”, more attention should be placed on higher importance approaches including source reduction (reduce the volume of surplus food generated), and feeding hungry people (donation extra food to food banks, soup kitchens and shelters.) A difficulty with household pickup is the mixing of yard waste and food waste (volume of waste to be handled.) Wiggins will place the report done at the conclusion of the City’s recently completed household organics collection pilot in the Google Drive. The City has done a budget analysis for expanding the household organics collection program and the finances do not work out. Longshore will furnish the budget analysis to Wiggins. Wiggins suggested that organics collection and/or composting might still be a secondary strategy, to keep the idea alive. Reduce Food Waste - Work needs to be done on reducing the amount of food waste generated, since that is the top tier of the Food Recovery Hierarchy. Jedibudiah will reach his contact at the Closed Loop Fund to see if they can provide some financial assistance for Food Recovery programs. Longshore has an additional NRDC report that can help us and Wiggins has found an Environmental Law Inst. report with good ideas. Wiggins will put these reports in the shared Google Drive. Wiggins will follow up with ICLEI to see what that group’s food waste learning cohort might offer us. Feeding People - More communication is needed with agencies such as Hunger Task Force and Feeding America to determine how we can improve/assist with their efforts to get food to those in need by diverting food waste or channeling excess production to emergency food programs. We want to learn more about Glean Milwaukee and how that program is rescuing food to feed the needy. Wiggins and Zimmerman will follow up to gather info. Public Engagement: Longshore reported she tabled at Fondy Farmers Market with the Outreach and Education Work Group and had the public fill out surveys. Longshore will try to get the survey results for our next meeting. We may want to do more tabling and get more surveys completed.
