210574 03.CommunicationCommunication relating to administrative matters of the Charter School Review Committee for the 2021-23 school years.

Minutes note: In order to receive federal and state grant funds, the geographic restrictions must be lifted, as well as some schools have requested that these restrictions be lifted as some non-city students have requested to attend city-chartered schools. In 2015, when the state act was passed, the CSRC didn't address that issue then. Now there are two schools that have applied for grants and this has been brought to the staff's attention in the past several weeks. Ms. Mallory noted that the CSRC policies should be in alignment with state policies and make sure our contract language is in alignment with DPI policies and state law. Ms. Peay noted that this has become more of an issue in the past year or two Anthony McHenry - Milwaukee Academy of Science - the school is dealing with this issue with DPI. Each year the number of students applying from outside of the city is increasing. Nicki - Escuela Verde - she remembers the 220 experience and she feels it's a positive experience to have students that aren't city residents. Precious Washington - Darryl Lynn Hines Academy - When they have families that move, it might literally be across the street, and it's hard to lose those students. She would also support lifting this restriction. Mr. Ingram said that now DPI has access to new, federal grant money and more schools will be accessing these funds state-wide. Ms. Mallory removed to eliminate geographic restrictions from the contract language. Seconded by Mr. Burgos. There were no objections. Ms. Peay will contact the City Attorney's Office tomorrow.

Minutes note: Ms. Gramling, Evident Change, said the 2021/22 school year reports will need a decision by CSRC if the year-to-year comparison is appropriate due to the unusual nature of last year. The first page has the current expectations while the second page of the report contained in file 210574 identifies the basic challenges when assessing the students in spring of 2021. Different schools had different student participation rates and parents could opt out of having their children tested as the tests were required to be held in-person. They looked at how many students actually took the test and those numbers varied and were lower for most schools and may not be a true indication of how the students did. It is hoped that the spring of 2022 test results will be more valid. The recommendation is to review the practice of assessing year-to-year progress and to waive it for the spring 2021 to spring 2022. The scorecard for this coming year will not include this data, but will resume in the 2022-2023 school year. The point-in-time analysis will still be included. Ms. Gramling wants to ensure that the year-to-year assessments are accurate and appropriate. Ms. Sawa asked how long do we keep delaying as odds are high the pandemic will continue into 2022-2023. Ms. Gramling said the issue wasn't the pandemic, but that the learning was virtual, which caused many issues. Ms. Gramling believes this year will be basically in-person. The school data embargo will be lifted mid-October. Ms. Mallory moved to accept the recommendation of Evident Change to waive the spring 2021 to spring 2022 for year-to-year analysis, seconded by Mr. Burgos. There were no objections. Nicki - Escuela Verde - the school year is going well. Precious Washington - Darryl Lynn Hines Academy - having students in the building has been amazing and needed. Social engagement is necessary. It took a couple of weeks for the students' morale to lift and their students are resilient.
