| | 4. | | Discussion and Possible Vote on a Green Amendment Recommendation
Minutes note: Frank presented her research on the Green Amendments Movement and her suggestion that a Green amendment be supported in the Nature in the City proposal. There was general support for a state constitutional green amendment guaranteeing rights to a healthy environment, including clean air and water, a stable climate, and the preservation of natural, scenic, historic, and esthetic qualities of the environment. However, the consensus was that the issue is more appropriate for the task force as a whole and that the recommending should not be included in the Nature in the City proposal. Several alternative approaches were suggested for moving the idea forward - It could be presented to the Wisconsin Local Government Climate group, WLGCC, or that the ECO Office, the City and the County could declare support for it. | | | |

Several other areas for land protection can be added
Natural areas report acquisition recommendations will be referenced with a possible recommendation that the acquisitions be completed by 2030; can use maps in lieu of listing all the parcels
County staff is bringing their suggestions to SEWRPC

Staedter requests ideas for the metrics and work force sections of the proposal
Metrics
How do we prioritize the tree equity score and Strategic Neighborhood Area? We want to consider the High Energy Burden areas as well, as identified in the Sierra Club report, analyzed by census tract; is it a matter of eligibility or could a % of the funding, i.e., 50%, be targeted to those neighborhoods? Perhaps resilience ambassadors could help but they would work with households most likely
Workforce development
The suggestion is to describe types of jobs to be created such as the de-paving, landscaping, GI and arborists
Trees
Pritchard explained that she will work on it this week and will share the draft with Frank for distribution
Natural Gardens? Should we leave it out
After discussion, the consensus was to write a separate Natural Gardens proposal to be included in the chapter as a Secondary Strategy
The MMSD rain garden program could be a model
Native lawns at residences were discussed
Other models are Hwy 100 & Burleigh; MMSD projects; Hartung Park initiated by a Friends group
Master Garden volunteers could potentially be engaged
Consider a paragraph or two esp. for private residences
Frank will write a draft, with possible help from Jayawardana
Green Infrastructure/Schoolyards
Brown’s draft was discussed
She will connect with Justin Hegarty, head of Reflo, for feedback
Ideas were sought for Metrics - how about outcomes like eco-literacy? Or, should we just measure # of schools served?
Workforce has been addressed somewhat in the draft
She will work on pointing out the connection of the Schoolyards program to the GI Plan

Minutes note: a. Report on Nature in the City Survey Responses, Part 2
Frank shared here analysis of Comments submitted with completed Nature in the City surveys. A high number of comments addressed decreasing atmospheric greenhouse gases and other environmental concerns and stressed the need for academic and community education and outreach on these topics. Attractive, neat and litter-free neighborhoods were a popular concern. Also popular, was the idea of replacing paved areas with native plants and trees and keeping them well maintained.
