   2. Communication from the Department of City Development on Housing Infrastructure Preservation Fund Activities.

Minutes note: Mr. Yves LaPierre said that there is a written report in file 201626. The repair work for 2826 W. State has been sent out to bid.

   3. Communication regarding the expenditures, outcomes and results of the Neighborhood Stabilization Program, Strong Neighborhoods Plan and miscellaneous housing programs with a view to developing city priorities to be funded under the American Rescue Plan Act of 2021.    Not available
   4. Discussion regarding the development of the plan and budget for housing initiatives to be funded by the American Rescue Plan Act of 2021.

Minutes note: Ms. Prioletta said there have been informal meetings to think through ideas, specifically on the housing side. Ms. Prioletta said an inventory of property had been done earlier and they are mapping out their inventory and how they can complement neighborhood efforts. They are also looking at potential partners and capacity. The department would like to create home ownership opportunities for lower-income residents. They are also looking at partnering with non-profits to increase affordable housing and home ownership, particularly for black and brown residents. They are also working on creating a simplified application process. Proposals will be presented to the Council and that effort is being led by the Budget Office. Mr. Sinram of the Budget Office cannot give a final timeline as to when the proposals will be submitted to the Council. Ald. Bauman suggested using 500 of the 825 in-rem properties to be rehabilitated and used for low-income home ownership. Ald. Stamper would support that, as well as expansion of the RITS program. Ald. Bauman said files might be introduced on June 15th with direct mandates on how much money to spend on a specific program since departments aren't providing specifics as of yet. Ms. Prioletta said that many of the programs are targeted at small, local landlords or builders to support neighborhoods. She feels the recommendations will be released in the fall although building on existing, successful programs could be ready immediately. The department would ideally like to work with existing developers to acquire, rehab and then sell for owner occupancy. The department doesn't know if there will be an increase of foreclosures once the moratorium ends. Ms. Amy Turim said 700 of the 825 properties are 1-4 families; 144 commercial properties and 250 of properties are either on the raze list or are raze eligible. Ald. Bauman said under normal circumstances how much money spent would be more relevant, but with a one-time infusion all of these 700 properties could be renovated. Ald. Bauman is concerned the entire 2021 construction season is slipping away. Ald. Stamper asked about starting up the rental rehab program again, but Ms. Prioletta thought the city would be prioritizing home ownership over rental. Part of the challenge with rental where the city owns the property isn't only the management, but also all the rules that go along with city ownership leading to increased costs.

   5. Communication from the Department of City Development relating to OWNS: Ownership, Wealth, Neighborhood Stabilization.

Minutes note: Ms. Amy Turim said this program was an idea of Pres. Johnson and it provides a dual incentive for local people to buy a property within 500 feet of their owner-occupied home. Owner occupants have first priority for the first 30 days, then individuals who live within 500 feet have higher priority during the second 30 days. At this point in time, no one has submitted an offer. There are no city costs; this is similar to the Buy in Your Neighborhood program 10 years ago, which wasn't overly successful. This is a one-year trial program.

Minutes note: Ms. Turim said the City Attorney's Office has opined that the city cannot prevent sale to out-of-state buyers of city property. Ald. Stamper is also concerned about this. ACA Gregg Hagopian said s. 304-49 does have a built-in screening process for buyers and he met with people from the state, which is not inclined the change the LLC laws, which permits an individual to create an Wisconsin LLC within 30 minutes and is lawfully able to operate as an in-state buyer. No official opinion has been issued, but one will be requested.

   10. Communication from the Department of Neighborhood Services relating to demolition and deconstruction.

Minutes note: The demolition moratorium is scheduled for tomorrow's Zoning, Neighborhoods and Development Committee meeting. There is an opt-out clause to demolish specific properties. The moratorium was amended based upon discussion with the department.
