Minutes note: • Mike Borovik Presentation continued o Career background o DRER is a "virtual PPA" • Accounts involved in agreement are still under existing rate schedule, but there would be 3 line items • LMP credit (local marginal price- hourly based price) • Capacity Credit o MG&E RER • Done on 15 min interval basis ? No carry over if there is over-production ? Excess energy has a buyback rate: • Includes on-peak demand reduction credit • Early termination provision for customers • Buyback rate discussion: LMP, avoided cost, etc? • Differences between WEPCO and MG&E DRER/RER Service/Agreement o Local DRER would give Milwaukee area the air quality benefits • Utility already has local distribution o What is the likeliness of PSC to improve DRER? • How long could this take? o When is WE Energies next expected rate case? • Sounds like they are going to "freeze" this year • Motion to move forward of negotiated solution to improve the service agreement: Approved o Addition of early termination clause o Technology use: bi-facial modules • Dane County is making use of MG&E's RER • No one currently taking us of WEPCO's DRER, that we know of • MKE consumes large amount of power at night from street lights - Wind production would benefit this consumption trend, over solar • MKE - Nearing completion of Solar Now project near airport • Landfill area for solar: no penetrations to the ground - limited to ballast racking o Other potential solutions to get the modules off the ground? • Concrete feet to elevate solar array 3 ft. minimum off the ground
