   1. Roll call.

   2. Review and approval of the February 17th meeting minutes.

Minutes note: Ms. Frank moved for approval of the minutes. There were no objections.

   3. Discussion on work group administration - creation of Google docs and folders, public access to documents for discussion, recording of meetings and other issues relating to work group functions and open meetings/open records law.

Minutes note: Mr. Shambarger said that there are sub-folders for each work group and the link is on the CCTFCEE agenda. The plan is to not create any additional sub-committees; break out rooms seemed to work pretty well with a report out for each working group captured in the minutes. City Atty. Peter Block also noted that members need to be aware of walking quorums as well as well as basically agreeing to blocking action at a meeting. Ms. Ritger would like members to be able to access the Google spreadsheets as well, not just the chairs. Mr. Shambarger encouraged members to submit proposals, but only the chair has the ability to upload files and at the meetings, if changes occur, that is transparent. Ms. Frank said that Ms. Ritger added a column in a spreadsheet asking for the person's name and also the date/time. New documents can be added to the Google docs as needed. Ms. Fendt will assist folks with Google docs training as needed.

   4. Update from work groups and add/remove members.

Minutes note: Ms. Frank said for the Land Use work group remove Venus Williams and add George Martin as a community member as opposed to a task force member. They created 3 sub-groups and did break out rooms. Ms. Meissner Pritchard said for the Finance work group add George Martin as a community member. Finance and the other work group she chairs have both been brainstorming. Mr. Kraig said for the Transportation and Mobility work group add Jeff Stone and Mitch Harris as members. They divided into sub-groups. Mr. Shambarger said for the Greening the Grid work group the main topic of discussion was a Pathways to 100 document that other cities are using, but Wisconsin can't use most of them based upon our utilities' structure. They are going to request some areas of improvement to WE Energies and see what their response is. Ms. Ritger said for the Green Buildings work group add George Martin as a public member and they had a meeting this morning and broke out into sub-groups. No decisions were made, but good discussion in the sub-groups. They are meeting again in 2 weeks. Adaptation work group - no new members to add. The brainstorming session went a little off-topic. Rafael Smith said for the Education and Outreach work group to add George Martin as a community member, 3 co-chairs of Supreme Moore Omokunde, Jennifer Evans and Linda Frank. Mr. Shambarger said some progress was made on the public education script. The public interviews will be filmed in the next week or two. Ms. Ritger asked if work group members can lobby the state relating to its budget.

   5. Update on status of the County Board member.

   6. Discussion on the Governor's Task Force on Climate Change recommendations and integrating them into the work group reports.

Minutes note: Mr. Wiggins said one of the recommendations cites local groups and municipalities working on food waste so that is a potential lobbying point. Mr. Shambarger said the state budget mandates communities have a climate plan, which the city does have and the city needs to focus on the 10 most impactful suggestions.

   7. Lobbying on the Governor's budget.

Minutes note: Ms. Ritger wants to have someone alert members on how to testify. Ms. Kerksick said public hearings usually happen in April and the budget is finalized by June 30th. Ms. Ritger will draft a letter of priorities for the CCTFCEE to review at its next meeting. Ms. Frank reviewed the Budget in Brief which touched upon some issues over a number of work groups. On-bill financing is in the state budget. Ms. Frank noted that a number of grants are proposed for counties and she asked if that means the counties can pass the money along to cities (Ms. Meissner Pritchard noted these grants are usually for rural counties with farmland).
