210919 01.ResolutionResolution relating to a Certificate of Appropriateness for construction of an exterior staircase at 790 N. Van Buren Street, the Wisconsin Consistory of the Scottish Rite Building, an individually designated historic property, for Saxony Capital.

Minutes note: Mr. Tim Askin said the new owner is proposing 4 roof top penthouses and 3 roof top decks. The most visible two will be along the alley parapet. The street views, will be at most, one possible from the opposite sidewalk of Van Buren. Staff recommend approval as drawn with staff review of the railing design. Mark Paski - he has no objections to the condition Grant, with conditions.

Wells Street, the rectory in the St. John the Evangelist Cathedral Complex (812 N. Jackson Street), an individually designated historic property, for St. John’s Cathedral.

Minutes note: Mr. Tim Askin said the ramp and staircase went in prior to the designation. Staff thinks the proposed ramp is of equal or better value than the current ramp. There is no better location for a ramp.

Minutes note: Ms. Jacqueline Draper said the main issue is the applicant is proposed to replace the stone steps with wood, but those are only visible to the neighbors. She recommends approval with the standard conditions relating to the wood and the mortar. Grant, with conditions.

210830 011.ResolutionResolution relating to the Certified Local Government review of the National Register of Historic Places nomination for the Oriental Theater, at 2216 - 2230 N. Farwell Avenue.

Minutes note: Michael McQuellan wrote the application for nomination. The theater was constructed in 1927 by a man who specialized in movie theaters and was constructed as a movie palace. It has two minarets, both topped by onion domes and the building was built by a wealthy newspaper publisher and leased by a movie operator. The original blade sign has been removed and the marquee replaced in 1947. The building also has a wing and "Black Cat Alley" which has exterior art. There is office area above the theater. Mr. Tim Askin's biggest issue is that the state wants the city to be listed as part-owner, but he is resisting. The request is because the marquee overhangs the sidewalk. There is a sidewalk vault and there is no city special privilege. Approve.
