   1. Roll Call.

Minutes note: Meeting convened: 10:02 A.M. Members present: Tim Baack, Amy Orta, Fred Royal, Gina Zarcone, Camille Mays, Damien Smith, Steve Jansen, Nate Hamilton, Huezong Yang, Pamela Malone, Jamaal Smith, and Tammy Rivera (who left around 10:10 A.M.).

   2. Review and approval of the minutes of August 26th and September 2nd.

Minutes note: Chair Hamilton moved and it was seconded for approval of the minutes.

   3. Update by the Chair on his meeting with the Mayor and others relating to the Commission.

Minutes note: There were 54 people on a call with the Acting Police Chief about moving the city forward; a lot of the meeting was MPD wanting to support the CCC and ensure the Dept. of Justice recommendations and Collins settlement are implemented. If members want to be part of these meetings, please let him know, but he will also be updating CCC members on these meetings. This group does want to be a part of these meetings. Chair Hamilton feels that the Acting Chief is willing to give the CCC a lot of support.

   4. Update by the Chair and other members on their meeting with MPD re. the Community Oriented Policing Standard Operating Procedure. (COP SOP)

Minutes note: Chair Hamilton said the meeting was to let MPD know that the CCC wants to have a part in the co-creation of the Community Oriented Policing (COP) Standard Operating Plan. There are a lot of different components and the first goal is to create a definition of "community policing" and also create work groups to go out into the community to poll the community as to what "community policing" means to them. Mr. Royal said the concept has been around since 1990 and has meant many things to many people. Oakland, CA's Police Dept. has COP incorporated into its policies. As a result of that meeting, 3 different definitions of COP were discussed; Chair Hamilton will forward them to Ms. Elmer, who will forward them to members and add them to the Council file. The next work group meeting is at 10:00 on October 5th at the health department and Mr. Hamilton will attend and report back to this body. Ms. Malone wants procedures standardized and minimize the use of individual discretion by officers. Mr. Jansen thought that was a good point. Ms. Malone thought minimizing individual discretion and standardizing policies permits holding people more accountable. Mr. Royal noted that the Fire and Police Commission has directed the MPD to implement the "8 Can't Wait". MPD has implemented 4 of the 8.

   5. Creation of work groups or committees.

Minutes note: The four committees are (and are outlined in greater detail in the attachment of Sept. 23rd attached to file 200315): Community Outreach, which will seek input from the community on police operations and work on improving trust between the community and police: Damien Smith, Amy Orta. Community Survey and Research, which will conduct an annual survey of those statistically more likely to interact with the police and communicate community concerns; there is also a quarterly update to the Common Council: Pamela Malone. Policy Committee, which would Identify & evaluate the effectiveness of progressive policing strategies deployed in other cities, soliciting research & expert assistance as needed to reduce disparities & improve police-community relations: Jamaal Smith, Fred Royal, Tim Baack. Executive Committee - report to the Common Council: Steve Jansen, Camille Mays, Pam Malone Ms. Rivera suggested, via the chat earlier, a communications committee; Chair Hamilton believes each committee will communicate its own work and findings. Mr. Royal moved to adopt those work group committees. Seconded by Mr. Jansen. Mr. Royal moved to create any ad hoc committees as needed by the Commission; seconded by Mr. Smith. There were no objections. Ms. Malone noted that surveys will cost money, boots on the ground and will require city assistance. Members of the committees can sign up and then nominate a chair among themselves. Ms. Orta suggested a description and intent be provided so members who aren't at this meeting can join. Mr. Jansen will create the google sign-up and forward it to Ms. Elmer. The chair will provide the language for those committees. Members can serve on more than one committee. The Committees will be reporting back to the Commission to work collaboratively.

   6. Set next meeting date and agenda.

Minutes note: Meet on September 30th to discuss the definition and outline of what they want to present on October 5th at 10 a.m. October 5th at 10 a.m. is the MHD/MPD work group meeting. October 6th at 10 a.m. will be a meeting for committee creation. Updates from the committees will be on each agenda. Mr. Jansen would like to have on the agenda for Sept. 30th adding positions (secretary, treasurer, etc.) as well as any budget concerns relating to the committees' work. Ms. Zelazney said that now the city is setting the 2021 budget so now is the time to request funds for next year. Members can make a public request on Oct. 6th at the joint public budget hearing. Ms. Malone will create a budget for the meeting on the 30th and other members should also consider what their committees' financial needs are. Mr. Jansen will connect with Ms. Malone's and she will contact Jeff Roman to get an idea of what a research project will cost, as well as connect with Deborah Blanks. The September 30th agenda will include budget needs for the Committees. The Chair would like to align the CCC with other individuals or groups who are having meetings with the Acting Chief to assist those individuals moving things forward. The CCC, on the 30th, would like to set up a date/time for a press release so the public is aware of the CCC. Steve Jansen likes how organized the agenda was and how well the chair moved the items along. The chair is definitely willing to assist members and he wants to make sure everyone has an opportunity to be heard and welcome. Ms. Elmer will send out a list of the e-mails of just members to all members.
