     4. Report on Community feedback from November 2019 task force community meetings.

Minutes note: Appearing: Tea Norfolk - LRB Ald. Murphy said that the two listening sessions held in November, were very well attended; He read the names of individuals that since the last tak force meeting, back in October, lost their lives due to a senseless reckless driver. To recognized the tragedy and senseless deaths of these individuals shows the relevance of this task force and the urgency for its recommendations to move forward to allow for their implementation. Ald. Murphy continued by saying that as part of the budget of 2020, he included a budget amendment to increase the allocation for recommendations of the task force be implemented; he included $110,000 in addition for the multimodal program, that looks at improving the safety of the streets for vehicles and pedestrians. The Mayor had budgeted $750,000, however, the Common Council added an additional half of million to increase allocation to $1.2M for implementation. Ms. Tea Norfolk provided a report on the community listening sessions. There were 225 individuals who attended these sessions. Ms. Norfolk highlighted the recommendations offered as part of prevention and education from most to least, frequent listed: there were (26) people that offered recommendations related to Driver's education classes. Ranging from increasing funding and availability to expanding the program, making them mandatory; there were (19) individuals that wanted public information campaigns/public service announcements: places, types of messages that it would promote, what type of entities would promote those messages; there were (10) people who recommended public transportation, providing incentives for using public transportation, making it affordable; there were (5) people who recommended diversion alternatives such as community centers, recreation centers, places for youth to go, community work, adventure programming, jobs; there were recommendations for driver's license recovery; identify root causes. In the engineering solutions category the majority of people were interested in creating barriers to slow traffic down, putting more speed bumps, stop signs, traffic lights; protecting bike lanes with substantial barriers, creating bus lanes that, are separate from bike lanes and lane narrowing, to name a few. For the accountability and enforcement piece, the greatest number of people were interested in the increase of penalties for offenders regardless of vehicle ownership. Increase penalties (in general) as to length of time, dollar amount, severity; also penalties instead of forfeitures for driving convictions, such as requiring community service, road trash pick-p/clean-up after collisions, community service in communities most impacted by reckless driving, paying wages for work, but all money used directly for restitution for damage or injury to victims or to fund driver education class/program, instead of suspension, offer mediation, anger management/substance abuse classes and mandating driver education classes. There was an interest to increase police presence in neighborhoods where rolling drug cars operate; placing empty police cars in strategic locations, increasing enforcement and red-light cameras. And creating a 24hr hotline which incidentally crime stoppers can be used as 24hr hotline. Ms. Norfolk also created a second memo that was based off the community feedback that were grouped into broader categories. Ald. Murphy asked all members to review all recommendations from the community and follow-up with the Chair and City Clerk Staff within the next ten days, as to what you want us to pursue further to incorporate as part of the task force. Judge Mosley, seconded by Ms. Hammond made the motion. There were no objections. feedback memos and and to see if any of the community recommendations needed follow-up or to be included as part of the final report; Ald. Murphy asks staff to confirms the legality and enforceability of these recommendations under current law. Ms. Norfolk also mentioned a policy recommendation, VISION ZERO that requires commitment, multidisciplinary leadership, action plan, cooperation, assistance based approach, date driven, and it requires community engagement. Ald. Murphy has requested a meeting with the Mayor to brief him on the community input and the preliminary task force recommendations and to ask for institutional partnership.

     5. Coalition for Safe Driving MKE letter.

Minutes note: Appearing: Ms. Celia Jackson - member of the Coalition for Safe Driving MKE Ms. Jackson submitted a written statement to the task force with the follwing request: A group of concerned citizens and community organizations have come together to address the significant dilemma of reckless driving in Milwaukee County. The coalition is an outgrowth of the Community Advisory Council that once served MPS Drive. The Coalition participants have been involved in discussing reckless driving and working with community groups; they would like to join the Task Force’s efforts on finding solutions for this community-wide concern. Their request of the Task Force is to convene a gathering of the stakeholders to discuss this topic. They note that there are only two community members on the Task Force and there are important constituents who are not part of the discussion. In particular, the Wisconsin Department of Transportation, the State and County level of the Department of Public Works and many others with a vested interest in this problem were not included in the conversations. We assert that there are important participants who should be at the table as decisions are being made about traffic control in Milwaukee County. In addition to the above noted offices, the Coalition urges a convening of the following groups to be a part of the discussion to ensure that all voices are heard and that the recommendations of the Task Force are comprehensive and inclusive. Some of the constituent groups include: First Responders Hospitals Youth and young adults Youth serving organizations Users of the road MPS Individuals who have had their Driver's license suspended Insurance Companies Artists and creative artistis - music, spoken word, etc Media Potential funders Researchers Psychologists, Physicians Neighborhood Associations

     6. UWM student policy analysis.

Minutes note: Ald. Murphy explained that he asked University of Wisconsin Milwaukee to help in these efforts as they are a great resource for research. Ald. Murphy sent out a memo to all tak force members titled UWM Planning Policy Analysis Reports. The memo summarizes the December 12, 2019, recommendations provided by graduate students of the University of Wisconsin – Milwaukee Planning Policy Analysis class. The students worked in three groups of four students each. Each group made four recommendations, which they analyzed by criteria set by each group. Each group then selected a top recommendation for its group. In total, the students made 12 distinct recommendations. Ald. Murphy said that given the nature of this issue, he considers that the Mayor's Office as the main leader of the City, should be the responsible entity for the implementation of these recommendation. Ald. Murphy asked members to review these and to send feedback, within 10-days, on UWM students' suggested changes to the Chair, to see about incorporating them as it relates to the final report. Ms. Yunk Todd said that there are some suggested legislative changes recommendations that need further legislative research from specific stake holders. Ald. Murphy asked Ms. Yunk Todd to put this request in writing and submit to the Chair or the Legislative Reference Bureau (LRB) to be able to respond prior to the next task force meeting. Ald. Lewis said that since she and Ms. Yunk Todd agreed on some of the same recommendations that, were not in support of, she will reach out to Ms. Yunk Todd to put this request. Mr. Amsden - DPW Multimodal Transportation Manager, said that as it relates to the engineering recommendations, DPW is very focused in using their resources to the best of their ability to make the greatest impact where needed the most. Director of Near West Side Partners/BID #10 Mr. Stanley showed a Facebook Campaign - Be Safe Drive Safe the goal of the campaign is to increase awareness in the Milwaukee Community by spreading a compelling message about safe driving through videos featuring Dapartment of Public Works employees and local law enforcement officials. They are promoting two videos over the course of three months, from April 19 - July 19, targeting the entire city of Milwaukee. Elder Malcolm Hunt - retired MPD Judge Mosley said that as far as the exigency of the situation, there needs to be a legislative change on the owner liability; there are some offenses in the ordinances and state statues that if you are the owner of a vehicle, you are held responsible for whomever you let to drive your vehicle, and they commit an offense, you get the ticket. some of these recommendations won't take effect in court unless, there is a legislative change. Ald. Murphy said that the City of Milwaukee only controls through laws through ordinances and resolutions, all related to issues that we control local home rule. for changes at the state level, the City has to lobby for those changes Ms. Rose Dietz - juvenile non-driving violations - red-light cameras will not be successful strategy. Judge Mosley clarified that driver's license cannot be suspended for ever.
