She added that she doesn't know why the police come to the apartments, but her mom kicked them out so it's just her sister living there. She stated that she's not concerned about what's going on in the apartments. She added that older people come to the bar and the only complaints they've received has been about noise and motorcycles. She stated that if things happen outside the bar she is not responsible for that. Individuals also present: Ald. Perez stated he's concerned that the premises was operating with an expired license and that it was only brough to their attention when there was a licensed premise check. He added that he has received complaints from neighbors but they are afraid to come testify. He stated that the adjacent property has been designated a nuisance and there have been overdoses. He added that moving forward he wants the premises to operate in a way that the business is properly managed. He stated that the optics on the block make it hard to determine the apartments from the premises and neighbors are concerned. He added that he is concerned about the way the apartment is managed and if it seeps in to the management of the premises. He stated that he believes some of the issues are related to the applicant's medical issues and her family members helping out, but he has yet to hear any solutions. He added that he wants to hold the application until a nuisance abatement plan is submitted to MPD. PO Vodicka stated since March 18th there were 4 overdoses in the apartments attached to the premises. He added that a stolen firearm was also recovered in one of the apartments. Ald. He added that he is extremely concerned about the police report, lack of cooperation and obstruction of the police, and no plan to improve. He added that he has heard no remedy to the nuisance activity occurring. He stated that neighbors are afraid for their lives to testify against the premises. He recommended nonrenewal based on the police report, police testimony, and applicant testimony. Capt Lough stated all the incidents on the police report are very troubling and are safety issues for the police. He added that there was a lack of cooperation with all of the incidents, and the incident with the shell casings was a ShotSpotter call, not a neighbor. He stated that he is troubled because they have been trying to contact the applicant since November 13th to set up a meeting and it finally happened on December 12th. He stated that he isn't hearing any solutions or progress today. PO Vodicka stated security was an issue and it's troubling that the applicant doesn't know who the security company is. Ald. Coggs stated it is critical to know who the security company is that is employed at the premises. She added that the abatement plan was to get a new bartender, security, and door. Ald. Kovac stated he is concerned about the lack of cooperation with the police. He added that police are being locked out when they're trying to investigate. Ald. Lewis stated the applicant needs to come up with a plan because it seems like she is making it up as she goes. She added that she is concerned about the applicant running the bar by herself because there needs to be better management and training. She stated that the applicant shouldn't have allowed the issues to go this far and she is concerned about how the bar has been operating. Ald.
