Minutes note: Motion by Mayor Barrett, seconded by Mr. Reed to approve the minutes of the July 18, 2019 meeting. There were no objections. Mr. Clarence Johnson introduced himself to the council and welcome everyone to WIsconsin Community Services Site. He also acknowledge members of WCS Black Male Advisory Council that, were present in the audience.

     4. BMAAC Distribution of Funds: Steve Mahan

Minutes note: Appearing: Steven Mahan - Community Development Grants Administration, Admin FY 2019 Milwaukee Promise Allocation: $350,000 allocated to four (4) entities on a BMAAC committee level - Alma Center $75,000 Intensive Trauma Resolution Fund an Intensive Trauma Resolution specialist to improve the emotional, social, spiritual, physical and economic health of at least 52 African American men by providing training on how to resolve issues arising from personal and historical experiences of trauma. - Center for Self-Sufficiency $50,000; BMOC analytic data collection and reporting Fund Black Male Achievement data collection, analysis and reporting. - Milwaukee Area Technical College $150,000; BMOC College Transition and Enrollment HUB Create a Black and Latino Male Transition & Dual Enrollment Hub within Marquette University’s Center for Urban Research, Teaching and Outreach to help Black and Latino boys and men successful transition from high school to college, high school to job, college to college and college to job. - Youth Justice Milwaukee $75,000; Mobile Resource Center Establish and operate a Mobile Resource Center to connect boys and men of color; and young people in disadvantaged neighborhoods with resources to assist with job readiness, access to health and dental care, affordable housing, parenting skills, justice system issues, driver’s license recovery, opportunities for higher education, child care, financial literacy and other resources available to need basic needs and stabilize lives. FY 2019 Milwaukee Promise Allocation timeline: September 11, 2019 BMAAC - Recommendations approved; CED. September 24, 2019 CED files goes before full Common Council for vote.      6. Fatherhood Summit & BMOC Week Update: Mike Peeples

Minutes note: Mr. Peeples shared the inclusive flyer that will be disseminated to the community to appeal to all ethnic groups, boys and men of color, Asian and Hispanic. Flyers will be shared electronically with BMAAC members to post, distribute and participate in the MKE 2019 Fatherhood Summit taking place October 4-5 at Milwaukee Area Technical College.

     7. OVP update: Reggie Moore/Jamal Smith

Minutes note: Appearing: Reggie Moore - Office of Violence Prevention, Director Jamal Smith - Life testimony offered by Brishawn Voughn who, shared how he benefited from having a mentor who helped him get back on track and remove himself from the not so positive influences in his life. Everyone offered their support, affirmation and assistant to Mr. Voughn. It was a very encouraging and promising exchange. Mr. Moore in his update of the office of Violence Prevention said that the OVP mission is to prevent and reduce violence through partnership that strengthen youth, families, and neighborhoods. Activities of the OVP include Commission on Domestic Violence and Sexual Assault, Safe Visitation and Exchange Center, Coaching Boys to Men, Recast Milwaukee, Trauma Response Partnership, 414 Life and Blueprint LIFE for Peace. The Office of Violence Prevention chart showed the different involvement they have with Family, Community, Youth, and the Blueprint that align programs, resources, and policies to strengthen violence prevention efforts. OVP has received 256 referrals as of June 2019. Mr. Smith talked about the impact of violence that poses a serious threat to the health, safety, and well-being of Milwaukee residents. It has a severe impact on the physical well-being and mental health. It produces high rates of stress and anxiety therefore, increasing the likelihood of risky behaviors. Violence elevates the inequalities in marginalize communities by the lack of access to quality resources and opportunities. In a 2016 Violence Policy Center Report, data submitted to FBI by local enforcement agencies showed national statistics: Wisconsin has the second highest Black Homicide victimization rate in the nation, 91% are killed by guns, average age is 31 years old. 66% are victims who knew their offenders. 71% identified circumstances not related to new crime.
