   2. Communication from the Department of City Development on Housing Infrastructure Preservation Fund Activities.

Minutes note: Yves LaPierre said that three projects are wrapping up and one project (231 E. Vine St.) is is out to bid. The department hopes to do one more project. 2807 W. State St. was sold in 2018 to an owner-occupant with a maximum of two units. He signed all the city documents and paid $7,500 with city funds totalling $128,000 spent on that property. The property is now a rental property. Assistant City Attorney Jeremy McKenzie said that his office will investigate and that the deed does continue a 5-year owner-occupant restriction with damages of $25,000 or the purchase price, whichever is greater. The City Attorney's Office received the concerns of the alderman late last week. The Dept. of City Development is working on ways to amend the program to prevent this from happening in the future. Mr. Tom Mishefske, Dept. of Neighborhood Services, said it was verified that it's not a rooming house. The owner passed the background check. Ald. Bauman sees this as intentionally defrauding the public.

Minutes note: Mr. Tom Mishefske said they are still awaiting a signed contract for deconstructions. There have been 17 buildings razed by private contractors. DPW has done 2 demolitions and are working on one today - they did the one-story demolition at Humboldt and North.
