Minutes note: Ald. Lewis brought back two talking points discussed at the first full task force meeting;
one being that the reckless driving number have increase while carjacking numbers have gone down among the ages of 14-16. Assistant District Attorney mentioned that there are resources available through the Milwaukee Police Department that are not being used to the full extent.
She referred members to Milwaukee Hit And run Fatalities And Fatal Crashes memo provided by Legislative Reference Bureau (LRB). charts on this memo shows numbers have decreased.
Captain Libal said that reckless driving is not an individual category; assuming these numbers were obtained from OMAP, she would have to research the specific data to be able to respond.
Ms. Himle said that there is one statue that specifically deals with reckless driving and endangering safety, 346.6 s. 2 that if using that shows number increasing -according to status
Ald. Lewis asked how is reckless driving being transfer in municipal court, Ms. Himle said that reckless driving include all sort of other things
Captain Libal said that MPD may not be looking at the entire statutory definition of reckless driving but it considers the other factors that lead to reckless driving. recently there was a summit that addressed specific behaviors leading to reckless driving with individuals 14-17 yrs old and 18-24yrs old. discussion ranged topics from using the seat belt, spreading, failure to stop at a stop sign, and traffic intersections, and the consequences of those behaviors.
what recommendation can we offer regarding marketing plan for overhaul driver's safety.
Captain Libal said that a lot of people do not understand the severity of reckless driving that, not only have punitive consequences, but lives are at stake. She recommends incorporating the educational piece to teach drivers the importance understanding the simplicity of wearing the seat belt, is as important as obeying the traffic signals, as all being part of safe driving.
Ms. Todd as part of the MPS Drive Advisory Board, working on educational modules for middle school students. currently this program is in 16 MPS sites. vast majority of funding is being used within MPS districts.
Ald. Murphy asked that once curriculum is develop for the pilot program if it can share with the task force.
Mr. Stinson, School Board Representative, said that the board is very concern with the reckless driving issue. the program is targeted at specific schools based on district analysis to cause more effectiveness. The advisory board is currently formed by the Medical College of Wisconsin, Safe and Sound just to name a few.
Ald. Perez asked about the selection criteria in regards to confidentiality and the funding for program. how is the program reaching the population that has been affected by reckless driving incidents.
Ald. Lewis asked Mr. Reed if a survey would be an effective tool to determine the level of education among the youth regarding reckless driving.
Mr. Reed said that in addition to the survey, it will also be effective if the youth council would create a form for media campaign.
Ald. Lewis suggested if the youth council become summer ambassadors to have conversations with the youth goup of offenders; possibly having a presence among community centers and youth programs to be able to interact with the youth that participates in these centers.
Ald. Murphy mentioned a video released from the Running Rebels to see if they did any survey to arrive with the content of the video. Prevention campaign needs to be focused on all ages, not just youth. | | | |
