Minutes note: In-Jee Lee of the International Institute of Wisconsin. Contacted City Clerk on behalf of the U.S. Department of State, Bureau of Education and Cultural Affairs, International Visitors Leadership Program (IVLP). The IVLP Program is extending a meeting invitation to the City of Milwaukee Youth Council to present their work to eleven (11) guests of the State Department. The group includes 8 international visitors from Kyrgyzstan and 3 interpreters. The project title is “Youth: Inspiring Leadership and Civic Participation” with relevant themes of: • Emphasize the importance of youth leaderships in all aspects of society; • Generate ways to cultivate leadership in Kyrgyz youth; • Determine how to get youth in the Kyrgyz Republic interested in civic engagement; • Foster creative partnerships between Kyrgyz non-profits, educational institutions, and government initiatives to support youth engagement· They are looking to schedule a 75-90 minute-meeting and tour (if applicable) on either Monday, April 15th or Tuesday, April 16th, 2019. Please provide the details below on the IVLP program to share. The International Institute of Wisconsin develops and coordinates Wisconsin-based programs in support of the U.S. Department of State's premier professional exchange program, entitled the International Visitors Leadership Program (IVLP); and matches Wisconsin resources (businesses, non-profits, educational institutions, government agencies, etc.) with the needs of international visitors from a variety of fields. Annually, through this professional exchange program, approximately 5,000 scholars, business professionals and government leaders (emerging and established) learn more about U.S. Foreign Policy initiatives and best practices through face-to-face meetings and tours with our national and local resources. The delegates have been recognized by both their governments and our overseas embassies as rising leaders and experts in their fields. All have been nominated and thoroughly vetted by U.S. Embassy personnel, and are all long-term contacts of the political, legal and security components of our Embassy. As International Visitors, these participants are official guests of the United States, and implicit in their Embassy-issued J-1 (Exchange Visitor) visas, is a rigorous process by which they are vetted on security grounds, for criminal activity as well as for terrorism-related activity. Participants are also accompanied by State Department interpreters/liaisons for the duration of their stay here in the United States and may use earpieces for the simultaneous translation.      5. Planning for Youth Summit.

Minutes note: Objective: The “Know Your Rights” Summit will uplift the voices of brown and black youth in Milwaukee. It will give them the ability to understand what rights do and don’t pertain to them and how we can effectively work together to dismantle discrimination within our community. Students from grades 8-12 will collaborate and work to design solutions to problems that occur in our community. How can young people be apart of conversations that affect them? What is the youth input and initiative? This day will include shared conversations between community leader who focus their work on the betterment of Milwaukee youth and the young people they serve. Topics may include: Artivism Building Bridges Not Walls N word Can I Say It? Intersectional Feminism Young People in Politics Mental Health and Selfcare Gun Violence in Black America, pulled over what to do next? Mother Earth's Purpose: Climate Change City clerk will contact MPS to check on good dates for students to be bused to and from City Hall.

Minutes note: Mr. Owczarski asked graduating members to submit a name to have a youth council representative be reappointed. Member Castro invited council to volunteer at the Foundation for Freedom to prepare packages for human trafficking. Member Lofton invited council to the Health Youth Summit scheduled for May 5, 2019 at Milwaukee College Preparatory. More to come
