181800 01.ResolutionResolution relating to a Certificate of Appropriateness for rehabilitation and a five-story rooftop addition at 600 - 602 - 606 - 610 N. Broadway in the East Side Commercial Historic District for Joca Properties.

Minutes note: Mr. Tim Askin said this is the third hearing on this item. The current proposal is for a one-story rooftop addition with the ground floor unchanged as first proposed. A rooftop desk is still included. The developer will have wood windows on the upper floors and paint and re-scrape as needed. Staff recommends approval with conditions listed in its report. Staff would like to see more brick on the Broadway side. John Vetter - architect - can't even see the view from the Broadway street so they don't feel the need to add brick and they like the modern element. He thinks working with staff was beneficial and they were helpful. He sees this area as an extension of the third ward. Ms. Clendenen-Acosta prefers not having the brick. Donald Arenson - 608 N. Broadway - his only concern was security with the outdoor patio area so strangers can't decrease his privacy and also music on the roof. He would like the patio further from his property. He's also concerned about exhaust fan noise and debris in the alley area. Charles Bailey - owner

Minutes note: Mr. Tim Askin said the applicant wants to install one oval sign and one round sign above the door and front window. The round sign will be internally illuminated, while staff recommends external illumination of both signs. Jacob Dehne - they would prefer to have both signs lit as their business is on the slower side of the Old World Third Street and an existing tree blocks part of their signage. He would like to internally illuminate both signs. Rob Knaugh - sign maker - he also strongly wants internal illumination. Other businesses in the area have internally illuminated signs. Hold until next month so can meet with staff.

Minutes note: Mr. Tim Askin said there are a variety of walls on adjacent properties. Work has already begun as of this morning. The new design is better than what was proposed and approved, but never built, in 2010. Retaining walls are prohibited, but are on other properties on this block. Jeffrey Miller - landscape architect - he presented a plan to staff after excavation and before beginning construction. Staff said that he wouldn't issue a stop work, but he also wouldn't guarantee that the Commission wouldn't require that the wall be removed. Artificial turf is not approved, Mr. Miller should attend all future HPC meetings involving removing retaining walls. Approval is granted solely due to the fear that requiring removal will result in a possibly uglier wall. The company did its due diligence to ensure that the wall matches the house. Mr. Jarosz moves for approval of the retaining wall with no artifical turf with a landscape proposal approved by staff (the planting plan is fine with staff). Seconded by Ms. Keating Kahn. Prevailed. 4-2 (Bauman and Peltz voting no).

Minutes note: Mr. Tim Askin said the existing letters will be removed and replaced with yellow letters, which will overhang the windows. The current letters have been there since at least 1908 and possibly part of the original construction in 1906. The letters were the name of the building, not necessarily the business. Frtiz Usinger - the letters match the signage on the other sides of the building and are being used to replace wooden letters that were spray painted with gold and not illuminated. They want to have signage the same on all signs and have greater visibility on the Fiserv side of the building. They have tried to retain the same size. Hold to explore options with staff.

Minutes note: Mr. Tim Askin said there are two options - a two-story option which is 23 feet high and the accessibility ramp wraps around the side with a shed roof and two windows and a flat roof up against a gable roof or a one-story option that has no windows. Mr. Askin said that roofline for both options need more architectural detailing and there is no visual continuity with the historic structure and both additions lack windows. Garages, which are equally or less visible, have been held to higher design standards than this. Jeno Cataldo - the buliding has a backyard, which they don't want to retain for security reasons. They have no specific plans yet for how to use this structure. One cannot see this addition at all from Brady Street, although it is visible from the east on Warren. Mr. Jarosz would accept something simple as long as the front is improved and the money saved used on that side of the building. Ms. Peltz would second that as long as there was a plan to complete the entire building. Mr. Jarosz moved to hold to work with staff to tie in a simple addition with an image and drawing for a more elaborate front.

Minutes note: Mr. Tim Askin said this is a project for emergency repairs, but there are changes that need to be heard in public. This is a long-term project as the building needs 6-figures worth of work they are fundraising for. They have done original-mortar testing and the results were surprising as they were dark gray. Kevin Armstrong - architect - the emergency repairs are currently very limited and predominantly on the third floor and are to address active water infiltration. There is also loose masonry and open joints. Staff recommends with standard masonry conditions. The Pabst Foundation wishes to go back to the original darker and lighter mortar combination as it was originally built. Mr. Armstrong said that the issue will be that the re-mortaring will be done over a 20-year period. There will be three new colors of mortar once completed.    20. Certified Local Government review of the National Register Nomination for the West Center-North 32nd Street National Register Nomination.

Minutes note: Ms. Carlen Hatala said that this nomination is for a commercial building that was constructed over time and added on to and other buildings purchased and added on to the original site. The nominator is Travis Olson, of Continuum Architects. Ms. Hatala went through the history of some of the buildings and their additions. Staff recommends support of this nomination. Mr. Jarosz moved to support, seconded by Ms. Keating Kahn. There were no objections (Ald. Bauman excused)
