   3. Presentation Relating to the Creation of "The People's Flag"

Minutes note: A presentation of "the People's Flag" was given by Steve Kodis, Ken Hanson, Reggie Jackson, and Los Glover. Mr. Kodis stated he met with City leaders about judging the contest. Mr. Hanson stated the response from City leaders was go forward and we'll see how it goes. Mr. Kodis stated they met with Alds. Donovan, Hamilton, Rainey, and Witkowski, but never asked for official support. Mr. Kodis stated it was called the "People's Flag" because it wasn't the official flag of the City. Mr. Jackson stated there is a need for Milwaukee to reinvent itself and young people want Milwaukee to be a new and different place, and changing the perspective of Milwaukee starts with a new flag. Mr. Kodis stated John Gurda was asked to be a judge because they didn't want all designers and has a wealth of knowledge regarding Milwaukee history. Mr. Kodis stated people will have to learn and be educated about the symbolism behind the "People's Flag". Mr. Kodis stated this project was not about money, the whole point was to engage the community and have a symbol that people could take pride in. Mr. Hanson stated there was no outreach in languages other than English and there were no translation services. Mr. Kodis stated the only way to vote was online with an email address. Mr. Glover stated this process brought designers of color to children of color to explore the power of design. Mr. Kodis stated the flag is public domain. Mr. Hanson stated there was no outreach to people with disabilities and no demographic information was collected from people who participated in the workshops, submitted designs, or voted. Mr. Kodis stated there were over 100 online articles about the "People's Flag". Mr. Hanson stated the process was the best effort able to be made.

   4. Discussion of Process, Outreach, and Engagement

Minutes note: Mr. Flores stated some of his concerns were answered regarding the process of the "People's Flag", and no process is ever perfect, but was the process good enough that the results can be construed as the people's choice. Ms. Garcia stated it was troubling that there were no diverse voices around structuring the process to make it inclusive. Mr. DeLind stated he liked that workshops were done at schools and was surprised that there were over 1,000 submissions. Ms. McSweeney stated the schools where the workshops took place were very diverse. Ms. Klose stated there was no outreach done with the community newspapers. Mr. Flores stated the electronic, social media driven campaign provides barriers to people without acccess to the internet. Mr. DeLind stated he had no idea about the "People's Flag" contest. Mr. Flores suggested there be an open public comment period regarding the flag. Ms. Harpole stated there should be outreach to all media channels involved. Ms. Kosarzycki stated she will compile everyone's thoughts to present at the next Arts Boards meeting. Ms. Klose stated the process could be internal or done with a RFP.
