Since last update to this board, two things have happened; the Eastern Racine county Transportation Task Force completed their work that included some recommendations around transit services to the Foxconn site and the amendment for the Regional planning commission division 2050, which is the Regional Land Use and Transportation Plan; this document is available online on the VISON 2050 website, public comments can be submitted up until September 30th. Both documents, the conclusion from the Eastern Racine County Transportation Task Force and the Amendment for Vision 2050 contains a number of potential transit improvements that could serve Foxconn. Recommendations include three commuter bus routes, one from downtown Racine, one from Western Racine County from the Burlington Area through Union Grove, and one North-South from Milwaukee County to Foxconn Plant. In the case of Vision 2050, it is recommended that it would be extended further south to developments in the Kenosha area. It also recommended adjustments to the local bus services; that would implement a type of shuttle service to connect to the exiting AMTRAK station in Sturtevant. The Regional plan does already include recommendation for enhancing AMTRAK service to a significantly higher frequency to the station.
In summary, the recommendations were focused on more attainable short-term goals; probably tailoring the routes service to shift times. The Governor released an $8 million dollar “Commute to Careers” grant program, intended to serve flexible van, car pool ride share services by using funds through the Department of work Force Development and Department of Transportation to connect low income individuals to suburban job sites.
