| | 3. | | Discussion of Mental Health Supports
Minutes note: Dena Radke said Milwaukee Public Schools (MPS) provides some support to all students and then different services to others as needed. They teach the teachers and staff how to work with students and teach them skills, such as coping and empathy building. They use restorative practices at the high school level. They have counselors in all buildings, although they may not be full time based upon need. They also have individual wraparound for students. They offer a school-community partnership for mental health (SCPMH), which was created as a result of lack of access to mental health services for families. The program is modeled on a Minneapolis program. Therapy is provided to some students with parents' permission and the staff also works with the family. Families may decline the services. Having service right in the school has eliminated access barriers and families seem to be more open to receiving services as it is integrated into open houses to remove the stigma of receiving mental health services. It's also easier to provide wraparound services if the services are provided at the school. The services are offered regardless of ability to pay. Private funding has been raised to provide funds for non-billable services provided by the private partners, such as attending open houses. There are 23 schools, with two being added this year. There are four private mental-health partners. They do have some grants that are ending in September 2019 and that is a concern. It costs approximately $15,000 per year. Mr. Dent would like to find out how many therapists are needed; how many full-time and how many part-time. Ms. Radtke said it takes a little time to build up trust, so those partners that have been at a school longer tend to be busier. The anti-bullying curriculum is available for check out. They also feel that developing the social-emotional strengths of kids helps prevent their becoming victims of bullying. There are 20% of youth with unmet mental health needs, per Ms. Radtke. This mental health work is for a much smaller segment than 20%. The folks involved meet monthly and have created a manual on how the program is administered. If partners are interested in working with this program, the best thing is to have them talk to one of the current partners.

Minutes note: Ms. Krieger thought that having kids have a friend is a powerful way to stop bullying.
The Second Step curriculum is expected to be taught at each level and the implementation of this is tracked and where the teacher is in the curriculum. It takes 3-5 years to hit your stride in implementation. She would like to increase access to bullying prevention across the entire system. Per Mr. Larson it's a policy by the principal and it doesn't add additional cost. Mr. Larson created a survey intended for principals to complete. This body needs to decide how the survey will be administered, the results collected and the results analyzed. Ms. Krieger agreed that some of the answers should be on a continuum of "yes, somewhat yes, neutral, somewhat no, no" since they may not be as simple as "yes" or "no". The schools are supposed to do behavioral referrals monthly and it is hoped that bullying is looked at during that time. She feels that better results would be obtained by having this filled out by a team rather than solely by the principal. Mr. Larson feels that proncipals do delegate and he is fine with that - this is just a means to gather data for a number of schools. Ms. Krieger did like that the survey was limited to 10 questions. Members can e-mail Mr. Larson any comments and he will re-do the survey.
