Minutes note: Appearing: Jasmine Glass - Senior Student at Escuela Verde Zaynab Babaalki - Escuela Verde Teacher/Advisor Jean Carlo Aleman - Escuela Verde student Asst Chief MPD - Raymond Banks Caitlin Noonan - Legal Action Wisconsin Member Haywood said that the advisory board was created by an initiative of the Milwaukee Youth Council to create a Youth Court. The Youth Court will be a panel of Youth to review and offer guidance to peers. It is also the Board's intentions offer support to other restorative justice initiative throughout the City. Mr. Muhammad said that intent is to install a form of restorative practice into the school system providing access for peer-to-peer support as well as any potential diversion options. Present in the audience were representatives of Escuela Verde, partners in the Restorative Justice program at Marquette University. Mr. Muhammad called students that were present forward to speak about their interaction with restorative justice at their schools. Ms. Noonan asked about the vision of the youth court as it relates to municipal court violations. Mr. Haywood said that in the process of forming this body, there were discussions with the Municipal Court Adminstration to determine what kinds of offenses can this body include. This process is on-going. Mr. Banks said that they want to look at this as a deffered prosecution process and begin with municipal citations with the hope of expanding to low level misdemeanors. Details are still being worked out.

Minutes note: Mr. Haywood asked if it be possible to start the Youth Court in 2018? Mr. Boswell said that it will ideal to do some type of kickoff event to inform community of the program. Mr. Banks said that June would be a great launch time becasue is the month in which the most citations are issued. Mr. Bosswell said programs that start concurrently with the regular school year have a better chance of success. The board agreed on setting the month of June as the tentative start time for the Youth Court. Mr. Haywood asked that LRB can be present at the next meeting to put together a resolution with the details for the youth court for Common Council review.
