   5. The Ambulance Service Board will go into closed session, pursuant to Wis. Stat. § 19.85(1)(e), for the purpose of formulating strategies relating to the negotiation of long term contracts for ambulance service providers. The Ambulance Service Board may then reconvene in open session to take action on matters considered in closed session and/or to continue with the remainder of its agenda.     Not available
   6. Discussion relating to contracts for Ambulance Service Providers.

Minutes note: Mr. Stephens presented the amendments to be included in the next ambulance service provider contract. (1) Milwaukee Fire Department recommends increasing the acceptable turn-back rate to 4% and does not believe there will be any corresponding impact on the quality of service provided to the community; (2) Ambulance Service Providers (ASPs) indicated their assent to the three-step remedial process: written warning, meeting with Fire Chief, referral to Ambulance Service Board; (3) All parties indicated assent to a basic proposed county ordinance language regarding data access, discussion on technical capability to share information between ASPs & county and need for data share agreement; (4) Milwaukee Fire Department does not recommend amending emergency response standards; (5) All parties agree that the current 10 year agreement term, along with the existing periodic cancellation options found in the current contract were still appropriate; (6) All parties indicated willingness to reassess the back-up designations order, and agree it can be addressed external to the contract; (7) Milwaukee Fire Department does not object to proposed alteration to advertising language allowing approval after 21 days; (8) Milwaukee Fire Department does not recommend special event “approval” language be altered; (9) Milwaukee Fire Department does not recommend ALS by ASPs beyond what is already permitted by the existing agreement. Mr. Stephens said that it would be in the best interest of the ambulance service providers to determine amongst themselves what their boundaries will be and offer their recommendation to this board for approval. Mr. Stephens continued by saying that a big conversation piece relates to the County’s request for data; it would seem that the suburban fire departments and Milwaukee Fire Department as it relates to ALS calls provide electronic patient care record reports (EPCR) to the county. Mr. Stephens continued by saying that there is an interest in a discussion on the interim service providers contributing their data into that system. Whether or not that needs to be contractually obligated is premature at this point. In regards to data sharing, Dr. colella said that when work is being done on behalf of the 911 system, they like to see appropriate care is being provided, able to look at surveillance data to help see and shape public policy, other emerging issues like opioid overdose, quality of CPR, survival of cardiac arrest and care that’s rendered and how it reflects on the dispatch piece as well.
