Minutes note: In the discussion to setting up next meeting and agenda, Ms. Himle asked about what will be the end result for this board to achieve. The Milwaukee Youth Council also seeks to build trust, develop relationships and foster awareness within the community regarding restorative justice (broadly) and juvenile justice (specifically); the Milwaukee Youth Council’s Restorative Justice Initiative Advisory Board is created to support the development, implementation and operation of the Initiative; board shall be responsible for the following: 1. Formalizing and reviewing the practices and procedures of the Initiative. 2. Developing community support and outreach efforts. 3. Making recommendations regarding the recruitment, selection and training of adult and youth volunteers to the Initiative. 4. Advising adults and youth in matters relating to restorative processes. Mr. Haywood has been in communication with State legislators to seek funding in the amount of $200,000 to run the Youth Court program. A proposal has been share with Senator Taylor for consideration. Funds will be use to hire administration, including a program coordinator, and to cover operating expenses. Ms. Himle said that the program is meant to detour youth from entering the court system to begin with. Captain Banks said that Milwaukee Police Department (MPD) currently works under a Memorandum of Understanding (MOU) through Community Accountability Panels (CAP) who has a relationship with Juvenile system to assist individuals that meet a certain criteria and offer a type of restorative justice. Proposed by members was o include criminal offenses and misdemeanor as part of the restorative justice initiative in order to avoid youth from entering the criminal system. Captain Banks offered to reach out to the juvenile court system to appear before this advisory board at a future meeting to continue discussion.
