| | 2. | | Update on HTF projects.

Mr. Higgins presented the board with an updated list of Housing Trust Fund Awards by organizations.
In 2015 there were seven project that were awarded; some are still being completed from 2014 council cycle.

Leverage dollars $103,177,236
Expended dollars $5,642,671
Mr. Higgins continued stating that the track record of the housing stock and projects invested in has been really good; reports shows data as to 763 units of housing, 473 are visitable units, not fully accessible for people with mobility challenges, 345 were supportive units, usually housing for mentally ill and homeless. Another data reflected was the average HTF cost per unit of $7,839.
There is $400,000 for the 2016 budget allocation and $125,000 from a rescinded project that did not go through making a grand total of $525,000 available to allocate,.

| | 3. | | Rescission of grant award to CommonBond Communities
Minutes note: Project approved by Common Council in November 26, 2013 was CommonBond Communitites.
Mr. Higgins contacted CommonBond Communities to confirm project status. Project was based on veteran housing intended for returning female soldiers; since veterans soldiers is a protected class, not necessarily female veterans, project did not qualified for the intended population, funds had to be returned. $125,000 allocted to this project will be added to the 2016 total available amount to be allocated.
In an effort to bring new members up to speed with the history of the Housing Trust Fund, Mr. Mahan said that the budget is based on apropiation from actual budget process for the City. As a board attempted to find multiple sources for funding for this trust fund, but the base of these dollars are all tax levied.
Regarding Tax Inmcremental Districts (TIDs) Ms. Biscobing said that right now is being appropiated to other housing porjects not Housing Trust Fund. Mr. Higgins said that TIDs be able to use for housing trust funds is that monies have to be spent in same year received.

| | 4. | | HTF Application approval & date of release
Minutes note: Ald. Murphy asked Technical Review Committee meet to review the application in case any changes are desired before full board can approve those changes and approve release of application for request for proposal (RFP's).
Mr. Haywood asked how many fund allocations are WHEDA related; Mr. Mahan said that a lot of project are WHEDA related.
Mr. Mathy said that County allocates monies for housing one project at a time.
There will be a press conference with Milwaukee Mayor, Milwaukee County for the Thurgood Marshall Apartments project; apartment building with 24 one-bedroom units for homeless adults battling alcohol addiction. Press conference will be thursday, October 6 at 11AM.
Mr. Haywood would like the Housing Trust Fund communicate the success of the program and the impact it has have in the community. | | | |
