DPW -- Administrative Services Mark Nicolini - Budget Office Monique Lawson - Budget Office doing the summary Ghassan Korban - Commissioner of Public Works Dan Thomas - Administrative Services Some Compete Milwaukee graduates (8 out of 217 individuasl) have been hired in regular city positions, but that is less than 4% with over $2 million spent on this program, per Ald. Murphy. The metrics of whether participants are employed needs to be tracked to see if this program is a success. DPW has also brought on 100 people on "super crews" and they were able to do miles and miles of pothole repairs. Mr. Thomas said the department can provide a report of the type of work that they cannot obtain using SBEs, such as sewer lining. They do try to break those contracts down so some of the work can be done by city residents through the Residents Preference Program. Members were concerned with the quality of grass cutting -- long cuttings left on the grass, grass being uncut for long periods of time by the highways and who is responsible for what. Right now the county is only mowing its grass along the highway twice a year. Laurie Daniels - Operations Director said they are adding E-Notify to the language on the signs relating to no 4" parking rule unless plowing operations are occurring.

Minutes note: DPW - Operations Thomas Bell - Budget Office Ghassan Korban - Commissioner Laurie Daniels - Operations Director Rick Meyers - Sanitation Ald. Stamper would like to see more skids purchased because there is a lot of illegal dumping. There is currently a 7-10 day waiting period before they can pick up garbage and Ald. Stamper would like to see that reduced to 3 days. Jeffrey Smith said that the pick up deadlines are dependant on if it is on public or private property. Discussion centered on the role of DNS versus DPW in terms of garbage nuisance. Jeff Tewes - is in charge of equipment both in selling old equipment, buying new and getting replacement parts and also maintain the police fleet. There is an issue in retaining trained mechanics.

Minutes note: Sanitation - Ghassan Korban - Commissioner This year a pilot program was started on organic waste, which is about 20-25% of waste, which ends up being water and therefore expensive for the city to dispose of. Six hundred people showed interest in the pilot and the city has capacity for 500, hoping that 100 of them will fall out naturally. The pilot project is in several aldermanic districts. San Francisco does require organic recycling, which has had some success with it. Minneapolis has a 44% voluntary participation rate, with no additional charge for it. If there is a cost, there is typically 5-10% participation rate. Ald. Witkowski would like the department to look at distributing free or low-cost compost bins. He thinks they basically pay the city back in terms of cost to the city and landfill costs. Ms. Laura Daniel New Operations Manager Snow and Ice Control operations as a collaborative effort with Forestry, Parking, Fleet and other areas of DPW.
