   3. Crafting of final recommendations.

Minutes note: Items 3 and 4 were taken concurrently Ald. Witkowski thanked members for their cooperation throughout and getting us to the point where we are now. Ald. Witkowski thinks that this was a worth while effort, giving us the chance to enhance City revenue through the actions this body is going to recommend to the Common Council. The final report from the Outstanding Debt Work Group will go before the Judiciary and Legislation Committee on Monday, October 24 followed by a resolution directing departments to implement the recommendations from this work group and urged everyone with collections and or an action item included in the report, to please be present in case questions are asked. Mr. Cadle has drafted a report for us to discuss and approve today. Ms. Burke and other members will email staff assistant corrections of the final report. Mr. Woznick received a response from City Attorney's Office regarding DPW requiring payment of unpaid parking citations prior to release of vehicles at City tow lot, can DPW reduce or off-set tow fee. Under Ordinance Changes 4. (parking) DPW will explore the creation of an ordinance requiring payment of past due citations prior to release of vehicles at City tow lot. Currently DPW can not require payment of unpaid citations prior to the release of the vehicle. Ms. Burke said that any unregistered vehicle would have to be held; this is not a collection debt tool to collect unpaid citations, it is just a tool to keep unregistered vehicles off the streets. Ald. Witkowski said that resolution will direct departments to report back to common council regarding effectiveness or results of recommendations implemented. 5. (parking) changing the ordinance to give authorization to the DPW Commissioner to grant authority to reduce and/or off-set storage fees. Regarding item # 3 under other recommendation, Ms. Burke is concerned that in order for all contracts to be expire at the same time, there will have to be an extension of current contracts. Mr. Potrzebowski said that in the attempt on making negotiations with the state to take parking, fire and muni court debt, city be specific stating for them to return the debt if they will not be profitable for them to collect debt. Ms. Himle said that in a conversation with the state debt collection representative they are collecting court debt at about 28%. Harris and Harris collects at 34-35%. Ms. Burke will review DRAFT recommendations and submit changes or additions, specifically on the language to the Staff Assistant to be send to Mr. Cadle for finalization. Ald. Witkowski referred members to LRB memo dated July 12, 2016 for everyone to review. Ms. Burke asked what department will be administrating the collection contract if city were to centralized debt. According to the groups precommendation states that the Budget Office do a study of centralization of debt, said Ald. Witkowski. Ald. Kovac asked if cutting edge tools are being use. Mr. Potrzebowski said that Kohn's uses among a long list, work number, currently paying $21.00 for possible hit, they use acurant, online paid data base, also dedicated people to search face book, etc Ald. Witkowski referred to Charge collection fees and interest on unpaid balances. City Attorney sent a letter stating that Parking could not be included. There is a statute that Municipal court can not add interest to unpaid balances. Other recommendation #15: Ask City Attorney for an opinion regarding if late charges can be added to Emergency Medical Services (EMS) billings. Ald. Witkowski referred members to a portion of Harris & Harris presentation regarding Revenue Enhancement intitiatives: Add recommendation to ask LRB & DPW to investigate use of amnesty program for debt collection in different states. Recommendation 2. municipal court explore friendly debt collector program. recommendation #6 or ordinance change #16 6. DNS - will reach out to owners with delinquent taxes situation to attempt to negotiate an alternative diversion of funds Mr. Klajbor moved approval of DRAFT report with committee members having ability to submit corrections, additions to Mr. Cadle subject to the review of Ald. Witkowski prior to presenting before Judiciary and Legislation Committee for approval. There were no objections.
