Ms. Chappel, Buie, and Daleiden gave an overview of their proposal relative to project description, community engagement, timeline, and budget.
“Streetlights” is a 2015 Healthy Neighborhoods public art project consisting of ten sculptural silhouettes of streetlights located on the northwest segment of the Beerline Recreational Trail. Ms. Buie is the artist behind the project. The project is aimed to bridge the gap between the Riverwest and Harambee neighborhoods and help activate the project site. Silhouettes will be made out of steel pipes welded together with water jet cut words. The words will reflect positivity, history, and pride from the two neighborhoods. The words will be coated with glow-in-the-dark pigment paint to light the trail. There will be no actual lights on the silhouettes. There are two methods to install the streetlights to the ground. The preferable method of installation is the hidden method of putting the poles under the ground with a base of concrete pour over and around the poles.
Community engagement activities will include three to five workshops in the early fall, hosting of community -based organizations, and a culminating session during Riverworks Week. The workshops will include history of the neighborhoods, a poetry session, and keepsake creations for participants to take home. The culminating session will occur during the third week of September involving booth stations and t-shirt prizes.
If funding is secured, it is expected for the water jet cutting of the words to occur between June and July, painting to occur between July and August, and installation of the streetlights to occur between August and September prior to the culminating ceremony.
The total budget is $49,500. Some costs include $7000 for artist fee, $15,000 for GenMet fabrication. Poles will cost $2000. The cost for water jet cutting of each word is $600. $5000 will be given to an alumni doing heavy lifting for the project.
Members questioned the involvement of creative placemaking consultant, workshop engagement artists, landscaping, glow-in-the-dark paint, protective paint coating, lighting options, marketing, outreach, work covered by grants, and the securing funds.

Jill Sebastian has been working with the Beerline Trail project and by being an advisor. Mike Marek did landscape design for the existing trail. Tyrone Dumas and Dutch Kelly are project coordinators. There will be critique on the development of the aesthetics, advising moments on fabrication, and overseeing of this project as a part of a larger initiative on the development of Riverworks. There will be engagement artists working in the workshops and the culminating event. The landscape will not change much at the project site. The paint will be tested. The desire is to purchase high industrial glow-in-the-dark paint. Paint is to be upkeep every couple of years. Actual lighting on the streetlight silhouettes may be considered in the future. Protective power coating will cover the pieces, except the glow-in-the-dark portions, and can be easily done. There will be marketing through ads, newspaper, and door to door solicitation. Organizers will do outreach. Money acquired from the Kresge Foundation will cover the costs for Riverworks staff, consultants, and some marketing.
$12,500 is confirmed from the Kresge Foundation. $7000 and $20,000 is anticipated from the New Work Fund and the Greater Milwaukee Foundation Nohl Fund. There is the plan to apply for $10,000 NIDC grant. If all funds cannot be secured, the project will have the original seven streetlights and words and eliminate the last three.
Ms. Layden moved to award $7000 from the New Work Fund to the Riverworks “Streetlights” project to cover artist fee contingent upon the project receiving the necessary funding to realize the project at its full extent. There were no objections.
--Consideration of application for East Side Mural Alley
Ms. Morris gave a summary of the proposal for a mural galley project at the alley behind Oriental Theater on the east side. The curators, Stacey Williams and Tim Decker, are collecting local submissions from local artists and will provide contracts to those artists who are chosen. The project will involve fifteen to twenty artists and will increase possibly to 65 over time. Costs for supplies and artists honorarium will be $250 and $20 each respectively. Murals will be ten feet or higher up to thirty feet. The space can hold up to 55 art spots. The curators are working with the East Side Business Improvement District. There is $20,000 in in-kind from Robert Joseph Development to repave and clean up half the alley.
Members had questions relative to insurance, budget, logistics, selection process and criteria, signage, theme, and request amount from the New Work Fund for the project.
Ms. Morris said that there will be a presentation from the curators of this project at the next subcommittee’s next meeting on June 9th. The meeting room may possibly be in Room 303 of City Hall or at the Marcus Center for the Performing Arts.
--Update on Lambert/Kjelland Project
Ms. Morris gave an update. The spot for the project will at the five empty City lots across from Heartlove Place on the 3200 block of North Martin L. King Drive. The City, Alderwoman Milele Coggs, and the business improvement district have approved the site for the project and for the installation of an urban farmer’s market with possibly a stage. The unveiling and formal dedication of the site may occur in late summer or early fall. There is extra money for murals. Original murals funded by the arts board had been in storage for this project. The award amount from the board was small and will be completely awarded once the entire project is complete. | | | |

Minutes note: --Orphan Sculpture Update
Ms. Morris gave an update. There is activity and interest on the orphan sculpture on Jefferson Street. Jill Sebastian has interest to become involved in the sculpture’s relocation and has been in contact with other parties. The main question for everyone is figuring out how to move the piece.
Ms. Morris added that there have been interesting ideas regarding establishing orphan policies. She is hopeful that materials can be put together soon. Some issues include the lack of enforcement and an administrator. | | | |
