140865 04.ResolutionResolution relating to a Certificate of Appropriateness for the complete exterior restoration of 1003-1023 W. Juneau (a.k.a. buildings 24 and 25) in the Pabst Brewery Historic District for Milwaukee Pabst Senior Housing LLP.

Minutes note: Mr. Jakubovich said that this is a project for the old malt house, which is where the grains were dried to obtain the hops. The building interior went through many changes over the years and this projec will involve cleaning of the brick, new windows throughout and a new canopy. Many of the bricked-in openings will be opened. This alteration will also save the silos, which are an interesting part of the building and the penthouse will be removed, which staff supports. Windows will be re-opened as well on the 10th street side. The staff does support this application as a re-use of the building. Mr. Jakubovich wants to ensure that the cleaning is adequate to get the brick back to yellow and to match the tuckpoint width and materials. Both brick cleaning, windows and tuckpointing samples should be provided to staff. Speakers: Rick Donna attorney for the applicant David Roos real estate agent Goldenhotz Itamar - architect Atty. Donna said that a meeting of minds has been agreed to and he is anxious to get going. Mr. Itamar said that there will be 118 units in the building. They have not yet done any test samples on cleaning of the bricks. Even though it is two buildings, they are separated by a gangway and cleaning should be similar between the two of them. The architect has access to a large amount of original bricks. Parapets are in good shape, except for one in the back that is leaning and has a crack that a hand can be put into. As part of his motion to approve, Mr. Jarosz added a contingency that any modifications or changes to the scope of the work to the exterior and the appropriate samples must be submitted in a timely fashion.

140886 05.ResolutionResolution relating to a Certificate of appropriateness for a side addition at 1311 E. Brady Street in the East Brady Street Historic District for JoeyC’s Inc.

Minutes note: Mr. Jakubovich said that is the central part of Brady Street and the plan is to build a two-story addition that would include an accessible entrance and an exit. The addition would allow the use of the upstairs and second floor. The addition would have two doors on the first floor, one of which is accessible and the other for an emergency exit. There would be a cornice separating the first story from the second and there would be a railing of poles and cables, so it would be very transparent. The second floor is set back from the first floor. There would be wood siding and the doors and windows are very minimal and it would correspond to the wood siding construction you see on the outside of the original building. The second story would have french doors. The project needs more work in terms of the detailed drawing, but it gives the Commission a good idea of what is proposed. Staff hopes to get those last details, which can be handled by a staff review. The recommendation is to approve with the requirement that final detail drawings, such as cornices, windows and door samples be brought in. Kevin Rodgers, the architect, present to answer any questions. The door on the right is a service entrance that will go into the basement. The first floor is 14 feet back and the second floor is 26 feet back. The new wall will be 11" from the building on the east; it will be right on the property line. Gino Caltodo - one of the owners of JoeyC's - they have spent thousands and thousands of of dollars and lots of time trying to put a bathroom upstairs for their capacity. The driving force to this is ADA compliance and bathrooms upstairs for their capacity. Mimmas built 6" from the back of their buildng. It's not ideal being that close, but the best they could come up with. The zoning does allow construction up to the lot line. Amanda Williams - Ald. Kovac aide - he supports the project as long as the architecture is tasteful and appropriate to the Commission. Mr. Jarosz moved for approval contingent upon review by the staff relating to the lighting and the understanding that the DNS Commissioner and the local alderman support this. Minutes note: Mr. Jakubovich said that extensive work was done on the house and said that the features and proportions are reminescent of a carriage barn and the overhead doors would look like swinging or sliding doors, with no windows. The door would be painted steel. There are no service doors. The attic space would be usable, such as for a home office. Staff recommends approval. Jaime Hurtado - owner of the home - can do a different dimension board for the triangle portion of the garage and match the color of the house. Mr. Jarosz moved for approval with a slight diffentiation in the triangulated portion and a requirement to match the color of the house.

130422 07.ResolutionCommunication relating to the establishment of an historic plaquing program.

Minutes note: Dustin Weis and Dan Mrotek present on this item. A color has been selected and the vendor in Milwaukee has made a prototype, which would say "Made in Milwaukee" which would displace 7-10 words. He'll put a plaque on his building and he can provide input on the plaque weathers. The templates are done and the metal can be switched in the future if need be. The Public Relations does have a website (milwauekee.gov/hpcplaques) and a form for interested applicants to complete which will be e-mailed to Paul and Carlen. All of it is online and functional as of this morning. The staff will do a press release on this and get the word out.

   9. Updates and Announcements.

Minutes note: Mr. Jakubovich said that a new porch is being reconstructed on the Jason Downer house, which will be coming before the Commission. The brick paint has been removed and the trim will be repainted. Mr. Jarusz said that this project is the ideal client who wants to do the work correctly. Oct. 24-25 will be the statewide historic conference and there are sessions devoted to commissioner training, which might be of interest. Mr. Jarusz said that there is also a conference on historic building reuse on October 29th.
