     The Pledge of Allegiance was said and followed by an invocation from Reverend Joe A. Todd of Ephesians Missionary Baptist Church. The question was put: Are there any corrections to the Common Council Journal of Proceedings for the regular meeting of September 4, 2013. There being none, the minutes of the meeting were approved without objection. Ald. Murphy moved for the Common Council to resolve itself into the Committee of the Whole for the purpose of hearing from His Honor, Mayor Tom Barrett, relative to the Mayor's proposed executive budget for the year 2014. There were no objections. His Honor, Mayor Tom Barrett appeared and addressed the Common Council on this matter. Ald. Murphy moved that the Committee of the Whole rise. There were no objections. Ald.
