Lauren Woboril – MHD – said that the objection on file is for pest infestation all over with excessive droppings, urine and damaged products. She added that the manager was very angry with the closing orders, that things escalated so she went back with the inspector the third time and again, the operator was very aggressive towards them because they referred the building to DNS. She added that they were threatened by the operator. She also said that they have complied with the MHD requirements and that it is her understanding that DNS has closed the orders as well.
Ald. Moore said that they value businesses but businesses must be responsible and this business’ issues affected others and that “Jay” the manager, has relationships with drug dealers and that it must to stop. She added that there are amusement machines that were supposed to be removed two years ago. She said that businesses must value the community they serve and she requested to hold the item to the call of the chair to have a walk through.
Ald. Burgelis said that this business threatened the MHD’s inspector and that this is a terrible precedent to be pardoned.
Ald. Zamarripa said that she understands Ald. Burgelis’ sentiment but would like to follow Ald. Moore’s request.

The applicant was present and explained that when they tow a vehicle, they must run a NMVTIS report issued by the Department of Justice and provides information about if a car is stolen or under a lien and notifies the law enforcement agencies throughout the country that they have the possession of the vehicle. Regarding the police report he said if he was to steal a car, why he would run a NMVTIS report even before towing the car, that they have gone an extra layer with adding the video (they did not pick up a car unless they have a video of the customer authorizing to pick it up), that the line of business is complex, that they are trying to make their best and that there are things that fall into the cracks. He added that he stands for any mistakes that he makes with almost 3,000 tows in the City of Milwaukee in about 18 months with 5 vehicles that resulted stolen after the fact. He added that they the have videos of these 3 full right owner authorizing to pick up the vehicles (one owned 3 vehicles), that the NMVTIS report did not show a lien hold on them and that now they are checking manually the state website as a safety net. He continued saying that he submitted all the evidence to MPD and that as a matter of fact, there is a surveillance video of the owner of 3 of these cars jumping over his business’ fence along two others and threatened his staff aggressively. He added that the cars were there for over a month and that is why the bill came up to $5,000 and that there is no reason to store stolen cars for over a month. He said that they offered the owner to lower the fee to $400 per vehicle and the owner then claimed that the vehicles were damaged. He also said that the owner took the case to court after he offered the owner to repair them or pay full blue book value.

Ald. Zamarripa asked why this vehicle was towed.
The applicant explained that they received a call from a lady to pick the vehicle up and he showed the committee an enlarged photocopy of the caller’s id. He added that he always do his due diligences and that he invites MPD to come to his office to check the calls and surveillance stored for 4 years to verify this information. He added that this vehicle was brought in with a key fab since the objector could took it back with her own key without the engine being broken.
The applicant asked if his business neighbor who was also his long time competitor is Ms. Simms first or second cousin.
Ms. Simms answered that he is her first cousin.

Syid Lamuel Molik Morris - 2468 N Dr. Finnlayson – said that his family has been there for almost 100 years and that he has seen the constant litter from this business’ patrons, that they throw garbage away even when they are driving. He added that there must be a caviat for the issues and the garbage this business generates and that he has seen himself this business selling alcoholic and tobacco products to minors. He also said that in a two year period, this business has been disrespecting the community and that people buy all kind of stuff with EBT cards.
Iman Muhammad – 2417 Milwaukee Av, South Milwaukee – said that this establishment is a sore eye in the community additional to all the issues mentioned before and that there is people who have made homes around the building and issues like urination in the alley and around the building. He added that some of these people have walked around the school making advances to young girls from the school. He requested that this license not be renewed for the safety of the students. He also said that there have been a number of people (not himself) who have reached out to the owners to talk about the ongoing issues.
David Howard – 8557 N (street name), Brown Deer – said that the problem is that the store is not doing the diligences to mitigate any of the problems and that the situation has not improved with the new ownership.
Ms. Lopez said that there has been no lapse of licenses for this location since 2006.
Ald. Coggs said that there must be a formal mitigation plan presented prior moving forward and asked Atty. Bobot to work on it before the Common Council meeting of April 21, 2026.

The applicant said that there is an employee who checks expirations dates.

The applicant said that the machines were never in use and the cigarettes’ butts were from the people who came to install the machines.
Testimony in support:
Timothy Toy – 3939 N 26th St - said that this operator is generous and they help everybody even if they do not have money. He added that he goes there everyday.
Willey Smith – 2777 N 54th St – said that he did property management for the building next door and that the area is a transit area, busy with traffic and that the problem is the youth in the area. He added that the gas station is not adding any problems.
Jasmin Simmons - 3951 N 27th St – said that she lives three houses down and that his own nephew wanted to be cool in front of his friends and stole from the store once and that the applicant did not call the police but to her instead. She added that they tried their best and that they listen the community.
Ald. Coggs said that she had a chance to meet with the applicants and that they are proactive, that the fact that they called the police on his own employees speaks highly about them. She added that she encourages them still to get the proper security and recommended a warning letter.

Maistelman said in the police report that the good news is, the business was cooperative with MPD, and the bad news is the number of violations selling tobacco to minors and the one time that the business did not cooperate with the police. He added that the associated involved were fired, that they have hired new people who receive training, that the applicant’s father is there most of the time now, and his client comes and goes as she owns more stores in the community.
Individuals also present:
Ald. Zamarripa said that it is a very concerning police report and besides selling tobacco to minors, she asked why they did not cooperate with MPD during the investigation.
Atty. Maistelman said that they do not know why the employees did not cooperate with MPD but that they let them go from employment.
Ald. Burgelis said that he does not see any enhanced technology or procedures to avoid selling tobacco and alcoholic products to minors in the mitigation plan.
The applicant said that she has the system to scan ids prior to selling tobacco and alcoholic products.
Individuals in opposition:
Dr. Nitumigaabow Champagne – 2764 N Buffum - said that he is a long standing social worker in the city, probation officer, therapist and community organizer. He and his family welcomed the applicant to the community when she first applied for the license; they met with their families and exchanged telephone numbers because he coordinates with other businesses to improve their neighborhood. He added that he sent an email to each of the members detailing his concerns but that he wanted to point out that it is the business owner’s responsibility to make sure that customers abide to set standards and rules by the community. He explained that there was a store that he personally purchased and then shut down on North and Buffum where the operator had the same problems with selling tobacco to minors, drug trafficking, sex trafficking and murderers go out in front of the store.
Atty. Maistelman objected to the testimony.
Dr. Champagne said that they had numerous incidents with customers being intoxicated and that he communicated everything to the owners, including people showing their genitals to his children and urinating in public. He said that the applicant has never been held accountable for the gambling machines. Answering Ald. Cogg’s questions, he said that the applicant’s husband has refused to work with him over the last year and that is why he is here. He also mentioned that the applicant’s father was beat up once and that he thinks that they cannot keep up with the activities occurring at their store.
Ald. Brower’s asked Dr. Champagne what he does when he sees loitering around the store.
Dr. Champagne said that he notifies the owners but they do nothing about it. He added that the store does not cooperate with law enforcement for the drug trafficking issues right out front of the store.
Atty. Maistelman asked Mr. Champagne if he voiced his concerns at the neighborhood meeting on March 28, 2026.
Mr. Champagne said that he did not and that he did not receive the email with the mitigation plan as the other neighbors had, but one of them forwarded it to him.
Atty. Maistelman said that Dr. Champagne testified that he saw murders happen out front of the store.
Dr. Champagne said that there was a murder hanging out in front of the store and that his children found the gun related to it in the alley and that it was turned in to MPD.
Sgt. Velasquez noted that this incident happened in 2022.
Cynthia Champagne – said that she lives in the neighborhood and that there are things that should not be seen by families in a neighborhood and that she does not know what else she can do besides reporting to MPD.
Monica Champagne – 2764 N Buffum St – said that she has seen the loitering, public urination, drug dealing/using and that it is very bad. She added that the store parking lot is closed all the time and that she thinks that they know the clientele they bring in and they do not want them on the store’s property. She added that she calls 911 all the time.
Greg St. Arnold – 2654 N Palmer St – said that he spoke at the previous meeting and that the applicant and his father came to his home to speak and that he asked them to hold a neighborhood meeting to voice the neighborhood concerns together. He added that meeting was held on March 28th where they talked about the ongoing issues inside and outside the store and the quality of food products being sold. He mentioned that there were no suggestions from the owners and that the mitigation plan came after the meeting from Atty. Maistelman. He said that the single servings of alcohol is the main source of revenue for the store. Answering Ald. Coggs’ question, he said that he conditionally supports the food license because there must be healthy options but that he does not support the Class A.
Brian Egger – 2749 N Holton St – said that he has been present at the different meetings and that he does not trust these owners in making the corner safer. He added that it is disturbing to see what happens at that corner and that it is no good for the neighborhood.
Ald. Coggs said that doing business is challenging in this area and that she has seen what neighbors said here. She added that she believes in progressive discipline and offering high quality products and fresh produce.
