   2. Review and approval of the February 23rd minutes.

Minutes note: Ms. Blanks moved, seconded by Mr. Jansen, for approval of the minutes. There were no objections.

   3. Discussion relating to the RFP and contract selection process.

Minutes note: Mr. Jansen sent out an e-mail two weeks ago asking for an update on the posting of the RFP. His understanding is that Purchasing is saying it's all set and approved, but it's not on the web site yet. The hope is that it will be posted by the end of the day. Ms. Cooley said a survey was done for the Fire and Police Commission and cost $80,000. His concern with the delay in posting the survey is how to pay for any survey being conducted this year and also that the delay in posting the survey may result in missing deadlines for special funding requests. The delay is due to the city, not the fault of this committee. Ms. Blanks is concerned with the delay and it will hopefully help motivate the city to assist in obtaining funding. Ms. Blanks would like a large portion of the survey process to be completed this year. Mr. Jansen is personally one of the plaintiffs in the ACLU lawsuit and this Commission and Committee exists due to the settlement agreement. The city and the ACLU are currently mediating. The CCC budget is being spent for the Public Engagement sessions. Ms. Blanks asked why an RFP is being issued if we don't know how we are going to pay for it. Mr. Jansen said they didn't want to limit themselves to a fixed dollar amount. Mr. Jansen is considering writing a letter saying that more funds will be requested and noting the delay has been on the city's part. Mr. Jansen would like both members to create bullet points or questions relating to their recommendations for review (experience/education and LGBTQ rating), to create a check list or scoring system to assess how relevant a survey is to what they are looking for.
