Barbara Szymenski - 2776 S Quincy St - said that they have lived there for 47 years and that they have not experienced any traffic issues until a stop sign that was installed few years ago but nothing before. She added that they have 32 school buses driving on the street every single day and that there are only 2 houses on her block.
Barbara Walter - 2781 S Taylor Av - said that she is concerned about the emergency vehicles that use that street a lot.

Gary Hollander - 2779 S Humboldt Av - said that he is the one who started the petition and that besides the 32 school buses that service the high school, there are another 4 schools in the area that also use this street and that it is the way to get to the park as well. He said that it is unsafe to cross the street but that 4 speed humps are a lot and that 2 are welcomed.
Ald. Dimitrijevic said that 4 speed humps are a lot, that she hopes that this request be re-evaluated and that there is a need to slow people down. She added that results of the post card survey are in favor and that she will go with what the majority asked for.
Ms. Rutenbeck said that a total of 12 postcards were mailed out with 5 returned in favor and 2 in opposition.

Ald. Dimitrijevic said that the notification to our constituents is done by the contractor and that is not going well. She also said that she did not get the proper communication from the contractor at some work done on her street and that the idea is to improve the communication to make a better situation for everybody.
Ald. Stamper asked if there is a penalty for not notifying the neighbors.
Mr. Washington said that there is a penalty but that he does not know what exactly is.
Ald. Stamper asked if we can have the street repairs on the e-notify.
Ald. Brostoff said that he has experienced the same issues as Ald. Dimitrijevic and Ald. Stamper. He added that he called the contractor to find out more about the plan and that he went himself to notify the neighbors (specially in the apartment buildings).
Ald. Stamper said that the contractor must also notify if the work is going to be interrupted and when it is going to resume. He also said that he would like to add it to the ordinance.
Mr. Washington said that it is included in the ordinance that the contractor must notify if there is a major change on the scope of work.
Ald. Dimitrijevic said that some language must be added.
Ald. Stamper said that sometimes is not that the notification comes late but that the notification never comes.
Mr. Washington said that the notification gets documented with a photo evidence and that the most common way is to place it on the door. He added that some contractors use the postal service, certified letters, etc.
Ald. Dimitrijevic said that she would like to move forward as it is now and to work on adding some language about penalties before the Common Council meeting.

Mr. Pauly said that we have 164,000 water services in the City of Milwaukee and that there are about 600 services failures per year which is a very low percentage (less than 2%) to endorse a service like this.
Ald. Chambers said that according to his experience, this service will take the problem off from the City's end and that this company would be responsible for it.
Ald. Bauman said that the conversation will continue for exploring other options of services.

She said that they are in the midst of the Spring Activities - Spring Clean:
-Street sweeping is happening
-Clean and Green is going on at districts 11th, 13th, 8th and 14th and it will happen on the East side next week.
-"No Mow May" has been successful with 1,847 participants and gave a reminder to registered people that the program ends on June 1st and that regular inspections will start as well.
Ms. Rodriguez said that one of the DPW workers was hit by a car while standing on the back of the truck and reminded the residents to slow down when they see a DPW truck or work.
She added that they still have hiring challenges and that it is very difficult to compete but that they are working very close with the Department of Employee Relations.
Potholes:
-They have had 2 overtime Saturdays and that they are going to continue it until they catch up and that 9-10 crews are out per day with 2 vehicles each.

-The 2023 advertisement: they are finalizing the contract with the lower bid for those 9 additional projects and that they will work on the construction schedule after.
-The Safe Routes to School project will happen once the school year ends.
-TID 42 Midtown Construction got some media news coverage.
-Two another TID projects are in design phase and that they will have a public meeting for the Van Buren project (May 23rd) to show the two design alternatives and available online as well. The other project is the Michigan St. to redesign the bike lane and that they are meeting with the consultant.
-For infrastructure projects (federal jobs) she said that many are under construction or in design phase.
She added that 2 big updates are:
- Interim Plaza Program - she said that they have developed the permit and have also released the grant opportunities to make sure that those plazas are available to community groups throughout the city and that they have received 4 applications. She added that the applications will be reviewed on May 24th.
-Speed Limit Reduction Initiative - she said that they are working on finalizing the contract with the selected consultant and that hopefully it will be announced at the next meeting once the contract is signed. She added that another component will be safe speeds in general to respond to what the committee and residents have been asking for.

Minutes note: Ald. Brostoff thanked DPW and the committee for allowing him to have this file because as a new alderperson, there are things that he is learning and that it is convenient to hear directly from the department in order to make the communication easier on both ends.
Danielle Rodriguez (DPW Operations), Rick Meyers, Jeffrey Smith, Jon Paul Colorez (Sanitation Department) were present.
Ms. Rodriguez thanked the committee for having this file and that she hopes that this type of communication will cut down the number of complaints, enhance understanding and shows us as collaborative. She added that some one from her team will reach out to every council member to schedule ride alongs and that the crews are always happy and eager to show what they do.
Ald. Stamper suggested to explain the property line between DPW and DNS:
Mr. Smith said that the first step is to call unified call center and that it will be referred to the proper department after an inspection.
Ald. Bauman asked for garbage dumpsters specially in apartment buildings.
Mr. Smith said that it depends if it's serviced by private companies but that they are not allowed on the public right of way unless it is the collection day and that they must be properly locked or secured. He added that DNS is in charge of enforcing this.
Ald. Brostoff asked if garbage needs to be bagged.
Mr. Smith said that residents are supposed to bag the garbage to avoid any garbage flying all over the place.
Ms. Rodriguez said that residents should not throw plastic bags in the recycling cart at all and to make sure to follow the guidelines because recycling carts get disqualified for contamination.
Ms. Rodriguez shared a one page document " Tips and information for elected officials to share with residents and community members supporting DPW Sanitation for clean Milwaukee neighborhoods" that has been added to the file.
Mr. Meyers said that one of the challenges is the way that the workforce is used to address all the needs, that they are tight to a schedule.
