   3. Update on Carlton Mayers meeting and vote on allocating funds to his support in the community oriented policing policy.

Minutes note: Chair Nathaniel Hamilton and member Bridget Robinson-Whitaker provided an update on their July 31 meeting with consultant Carlton Mayers regarding the community-oriented policing plan. They reported that he has significant experience with community policing work, including involvement in similar plans in Baltimore and history with the CCC. The commission values the insights and best practices he could offer, as well as his ability to help the commission avoid starting over with a new consultant unfamiliar with ongoing efforts. Chair Nathaniel Hamilton proposed allocating between $20,000 and $30,000 for Carlton Mayers to serve as a consultant. Member Tammy Rivera expressed concerns about the cost and suggested exploring a recommendation from the African American Roundtable (AART) which might offer technical assistance for around $5,000. Members Tammy Rivera and Camille Mays requested to see a formal proposal and scope of work from the consultant before voting on the allocation. The commission discussed the necessity of following city regulations regarding requests for bids, noting that while consultant Carlton Mayers is a previously approved vendor, the higher cost of a service contract might require a competitive process unlike smaller expenses. Chair Nathaniel Hamilton will request a formal proposal, scope of work, and estimated cost from consultant Carlton Mayers.

MemberTammy Rivera submitted a preliminary $150,000 draft budget based on the commission's 2018-2019 iteration, which is attached to the meeting invitation for member review. The draft budget includes categories for a coordinator ($40,000), a researcher, marketing, and final report distribution. Member Tammy Rivera explained the historical use of stipends to value the time of community members and teenagers who participate in input sessions, suggesting a tiered reimbursement model based on participant turnout. Chair Nathaniel Hamilton committed to contacting Maggie Turner for specific answers on budget formats, deadlines, and the rules governing stipends and vendor payments.
