i. 2601-09 and 2615-43 N. Dr. Martin L. King Jr. Dr. RFP application
review, discussion, and/or recommendations.
The Bronzeville Advisory Committee may convene into closed session, pursuant to s. 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The committee may then reconvene into open session for the regular agenda.
Member Tatum recused herself from the meeting.
Mr. Lee announced the committee rubric scoring totals in the order of the highest to lowest scoring proposal:
Proposal C (LLC to be formed, Anthony Kazee) - 240
Proposal B (Northernstar Companies LLC) – 227
Proposal A (MKLEDC Martin Luther King Economic Development Corp) – 221
Vice-chair Hill said she may have a possible question to pose for later in the meeting and not under a closed session.
Member Boynes asked if members received the rubric scoring totals.
Mr. Lee replied that the rubric scoring totals were forwarded to members prior to the meeting.
Member Smith moved to recommend, based on the committee rubric scoring totals, awarding the RFP to Proposal C (LLC to be formed, Anthony Kazee). Should Proposal C fail to proceed, the RFP shall be awarded subsequently to Proposal B (Northernstar Companies LLC). Should both Proposal C and Proposal B fail to proceed, the RFP shall be awarded subsequently to Proposal A (MKLEDC Martin Luther King Economic Development Corp).
Motion prevailed with 6 ayes, 0 noes, and 1 abstention (member Tatum).
Chair Vernon and Ald. Coggs thanked all development teams for their proposals and said that there were other available sites for developers to consider even if theirs were not recommended for this particular site.
