Minutes note: Appearing:

Introduction of PAIR Program Iteration 2
Introduction of Sarah Gail Luther as the new Public Artist in Residence (PAIR) and Paul Druecke as the program liaison.
The current iteration of the PAIR program officially kicked off on July 1st and focuses on the Milwaukee Fire Department (MFD) and the theme of safe and survivable housing.
Sarah and Paul recently attended the Community and Economic Development Committee of the Common Council on June 10th to introduce the fire department as the host department.
Sarah has already begun meeting with MFD leadership, including Assistant Chief Joshua Parrish, to discuss how art can connect residents to firehouses and communicate with funding stakeholders.
The project outlined as an 18-month project timeline divided into four distinct phases to ensure a systematic and deep engagement with the community:
• Phase 1 (Research): This initial six-month period involves Sarah learning the "language" of the MFD, conducting ride-alongs, and analyzing public data regarding house fires and emergency responses.
• Phase 2 (Planning): Sarah plans to identify specific firehouse locations and neighborhood "conduits"—local artists or residents—to help bridge the gap between the department and the community.
• Phase 3 (Outreach and Input): This phase will feature community actions, such as barbecues at firehouses, to gather stories and information from residents about what they value in their homes.
• Phase 4 (Creation): The final phase involves creating semi-permanent or permanent public art based on the stories and data gathered throughout the residency.
Liaison Role and Program Longevity
Paul Druecke described his liaison role as providing logistical support to Sarah and Sally while performing real-time evaluation of the program’s structure.
Paul emphasized the importance of "buy-in" and engagement, suggesting that board members should join Sarah for "walk-alongs" in various neighborhoods to see the research phase in action.
Ms Svetic noted that she is working on the long-term viability of the PAIR program and plans to connect with new arts and culture program officers at the Greater Milwaukee Foundation to discuss future fundraising and support.
Members raised questions regarding the logistics of the fire department, such as why they are often the first responders for medical emergencies and how their multi-million dollar operating budget is structured.
They also discussed the unique role of an artist in a civic structure, with the Chair noting that artists bring critical and creative thinking skills that can affect profound changes within city departments.
Sarah expressed that as an artist, she can enter the MFD system with "fresh eyes" to ask questions that experts might overlook and to help the public understand the complex systems that keep the city safe.
Ms. Svetic said that the Public Art Conservation Fund grants is currently in progress. She continues working on the UCC Landmarks Mural (United Community Center) to ensure the project stays on track for full grant reimbursement.
The East Side BID Number 20 has completed the mural restoration and applied a protective top coat at Black Cat Alley. Sally is waiting on a final report from the director, Ryan, to close out the project.
