| | 2. | | Role of the Advisory Board and introduction of members.
Minutes note: Mr. Shambarger, Environmental Collaboration Office (ECO), said his office is working hard on implementing the 10 goals of the task force. He went through each item in the agenda briefly.
Everyone present introduced themselves and any organizations they are affiliated with.

| | 3. | | Update on ClimateView, the online Climate and Equity Plan tracking tool developed by the Environmental Collaboration Office (ECO).
Minutes note: Mr. Shambarger said the climate plan is on the ECO website and a PDF is available to download.
ClimateView is only on contract until April. Ms. Pamela Ritger, ECO, said ClimateView is to help the city use its greenhouse gas data that was collected in 2018 to load in and forecast how gases should be reduced with the climate plan. This tool has everything in one place so it's easy for someone to see how they can get involved with the implementation of the plan. It also shows the status of the on-going projects and policies.
Tomer Shalit, ClimateView, said the power of the platform is that all the data is interlinked and as one changes, it changes the other data indicators that it is linked with. You can set both targets and how to measure progress on these targets and if your actions are doing enough to reach those targets.
Ms. Meissner Pritchard asked if national policies are included on ClimateView. Mr. Shambarger said it's primarily city and state policies, but federal action has made this entire climate plan possible, due to the Inflation Reduction Act. She would like the federal policies added, as well as other policies that would be helpful, if implemented.
Ms. Frank asked what the pathway is to measure 45% reduction by 2030. Mr. Shambarger said he thinks they are close in getting the model to work (whether it can be achieved is another question). Mr. Kraig said there needs to be some point in time where the city assesses to see where it stands and if something needs to be re-adjusted or the goal re-adjusted. Ms. Ritger would like to keep this tool in order to track each goal annually and put more effort into the goals which are not being met or that are behind schedule.
Candice Owley asked if there is any ability to track health indicators, such as a reduction in asthma, air quality or heat impact. Mr. Shalit noted that ClimateView does match each change to health changes and also attaches a dollar value to it.

| | 4. | | ECO grants update: Grants applied for to date and status.
Minutes note: Mr. Shambarger said the Inflation Reduction Act provided both grant funding and tax credits, which are a major piece of this. ECO does have a grants writer and Mr. Shambarger went into details for each one the city applied for in terms of what the grant was for and the final disposition or status of the grant.

| | 5. | | Regional Climate Plan development (CPRG planning grant).
Minutes note: Mr. Shambarger said there is a work group that is updating the climate action plan for the region, one participant being SEWRPC. There is a lot of competition for these grants and he thinks the city is a Tier E category, but that decision is not final. There needs to be consensus among the communities that comprise the work group. He would like to focus on the big commercial, industrial and municipal buildings.

| | 7. | | EPA Community Change grant project ideas and community engagement.
Minutes note: Mr. Shambarger said this one is more geared toward non-profits, but the city could collaborate with nonprofits. The grant is aimed at disadvantaged communities and has a workforce component. Funds will be released as early as March 2024 and the city is working on finding a community based organization to be the lead focus on this. The city is working with people building new homes as to what net-zero homes are, but no developers/builders are currently doing this.
Ald. Dimitrijevic asked how the city is connecting residents with rebates and see they as amazing opportunities for community engagement. Mr. Shambarger said there is information on rebates on the ECO website and some agencies are being hired to be resiliance ambassadors in the community. Ms. Ritger said Focus on Energy is working on publicizing rebates, which will be available the end of summer. Mr. Shambarger said the contractor base isn't where it needs to be, particularly with electrification; Focus on Energy is finding contractors for its home rebates.
The county, per Ald. Dimitrijevic, seems to be taking a separate plan for climate action. Mr. Shambarger said the county seems to be focusing on its buildings. Rep. Moore Omokunde has had conversations with Sup. Coggs-Jones last week and she reminded him of this meeting last week; he would like the county and city to remain in sync, rather than having 2 separate paths.
Mr. Bruce Wiggins encouraged people to vote for candidates who support climate initiatives and he also wanted this group to track and report on the jobs and equity component.
