Title
Substitute resolution relating to biannual reporting on officer-involved shootings and deaths of persons in police custody by the Fire and Police Commission.
Analysis
This resolution directs the Fire and Police Commission report to the Common Council biannually, by January 31 and July 31 annually, on new incidents of officer-involved shootings and deaths of citizens in police custody.

Whereas, The Fire and Police Commission has reported that between July 1, 2010, and December 31, 2010, there were 8 incidents in which police officers utilized firearms against persons, resulting in 2 citizen deaths; and
 
Whereas, The Fire and Police Commission has reported that between July 1, 2010, and December 31, 2010, there was one death of a citizen in police custody; and
 
Whereas, The Fire and Police Commission has reported that between January 1, 2011, and July 31, 2011, there were 8 incidents in which police officers utilized firearms against persons, resulting in one citizen death; and
 
Whereas, The Fire and Police Commission has reported that between January 1, 2011, and July 31, 2011, there was one death of a citizen in police custody; and
 
Whereas, Both officer-involved shootings and deaths of citizens in police custody are serious incidents that jeopardize the safety and well-being of both police officers and the general public; and
 
Whereas, The Common Council has a vested interest in being informed about such incidents; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council directs the Fire and Police Commission report to the Common Council biannually, by January 31 and July 31 annually, on new incidents of officer-involved shootings and deaths of citizens in police custody.
