Title

Substitute resolution authorizing the execution of a Cooperation and Grant Administration Agreement with the City, the Milwaukee Economic Development Corporation and the Wisconsin Manufacturing Extension Partnership to promote sustainable manufacturing practices.

Analysis

This resolution authorizes execution of a Cooperation and Grant Administration Agreement by and among the City, the Milwaukee Economic Development Corporation (“MEDC”) and the Wisconsin Manufacturing Extension Partnership (“WMEP”) to promote sustainable manufacturing practices through a project entitled the ME3 Sustainable Manufacturing Program (“Program”).

 

This agreement allocates funds totaling $420,999 to the Program, and stipulates in summary:

 

1.                     The City’s Office of Environmental Sustainability shall contribute $200,000 in Energy Efficiency and Conservation Block Grant (“EECBG”) funding received from the U.S. Department of Energy to the ME3 Program.

2.                     The City and MEDC agree to reallocate $95,999 in EECBG funding previously designated for energy efficiency projects to the Program, and MEDC will contribute an additional $20,000 for a total of $115,999.

3.                     The WMEP will contribute up to $105,000 in Profitable Sustainability Initiative Grant funding to the Program.

4.                     The MEDC will use its best efforts to facilitate and manage the sustainable manufacturing grants funding the ME3 Program.

5.                     The City will ensure that EECBG funds it contributes to this Program are used and reported in compliance with federal standards, and MEDC will provide all relevant documents the City needs to fulfill grant monitoring and compliance obligations.

Body

Whereas, There is a national “E3” - “Economy, Energy and Environment” - model designed to cut manufacturing costs while promoting sustainable practices that minimize negative environmental impacts of manufacturing; and

 

Whereas, The City Office of Environmental Sustainability has adapted this national model for Milwaukee as the ME3 Sustainable Manufacturing Program (“ME3 Program”); and

 

Whereas, The City has received a grant from the U.S. Department of Energy through the Energy Efficiency and Conservation Block Grant (“EECBG”) Program as authorized by Common Council File #011947, passed January 20, 2010; and

 

Whereas, A $200,000 portion of the City’s EECBG grant award has been designated to fund the ME3 Program; and

 

Whereas, The City, the Milwaukee Economic Development Corporation and the Wisconsin Manufacturing Extension Partnership desire to enter into a Cooperation and Grant Administration Agreement to provide funding and to administer the ME3 program; and

 

Whereas, The Milwaukee Economic Development Corporation will administer the ME3 Program and the City Office of Environmental Sustainability will oversee it under this Agreement to ensure compliance with spending and reporting requirements of the grantor; and

 

Whereas, The Milwaukee Economic Development Corporation is an experienced grant-funded program administrator capable of managing the ME3 Program effectively and in compliance with grant use standards, and ensuring the City will be provided with all relevant documents needed to fulfill the City’s grant monitoring and reporting obligations; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Cooperation and Grant Administration Agreement attached to this file by and among the City, the Milwaukee Economic Development Corporation and the Wisconsin Manufacturing Extension Partnership to promote sustainable manufacturing practices through a project entitled the ME3 Sustainable Manufacturing Program is approved; and, be it

 

Further Resolved, That the proper City officers are authorized to execute this Agreement on behalf of the City of Milwaukee.
