Analysis
This resolution authorizes the Health Department to apply for, accept and fund a Healthy Homes and Lead Poisoning Prevention Grant project from the Centers for Disease Control in the amount of $600,000. The purpose of the project is to support comprehensive and coordinated service delivery to lead-poisoned children.
BODY
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Centers for Disease Control and Prevention (CDC) for comprehensive and coordinated service delivery to lead-poisoned children; and
Whereas, The operation of this grant project from 07/01/11 to 06/30/12 would cost $600,000 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2011 Special Revenue-Grant and Aid Projects fund, the following amount for the project title Healthy Homes and Lead Poisoning Prevention Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Expend from the 2011 grant budget funds for specific items of equipment;
3. Expend from the 2011 grant budget funds for training and out-of-town travel for departmental staff.
4. Enter into subcontracts as specified in the grant budget.
Further Resolved, That the Common Council directs that the 2011 Positions Ordinance C.C. File Number 100414, should be amended as follows:
