Analysis
This ordinance implements the recommendations of the city disparity study by redesigning the emerging business enterprise program as minority, woman and small business enterprise programs. There is created an office of small business development to implement and oversee these programs. Certification standards for a minority business enterprise are established, including the requirement that the business be at least 51% owned, operated and controlled by one or more African-American, Asian-American, Hispanic or Native American individuals.
