Analysis
This resolution directs the Office of Emergency Management and Homeland Security to apply for the Federal Emergency Management Agency’s National Flood Insurance Program Community Rating System accreditation and to coordinate the City’s efforts in regards to the program. The Community Rating System is a voluntary incentive program that recognizes and encourages community floodplain management activities that exceed the minimum NFIP requirements. The program provides discounted flood insurance premium rates to reflect the reduced flood risk resulting from the community actions meeting the three goals of the CRS:
1. Reducing flood losses.
2. Facilitating accurate insurance rating.
3. Promoting the awareness of flood insurance.

Body
Whereas, Certain areas of the City of Milwaukee are subject to periodic flooding, causing serious damages to properties within these areas; and

Whereas, Under the National Flood Insurance act of 1968, as amended, residents of the City can purchase federally subsidized flood insurance if the City qualifies for,
and participates in, the National Flood Insurance Program; and

Whereas, The City shares the Community Rating System program’s goals of:
1. Reducing flood losses.
2. Facilitating accurate insurance rating.
3. Promoting the awareness of flood insurance.

Whereas, The Common Council has the legal authority to adopt and enforce floodplain management criteria to reduce future flood losses pursuant to s.87.30, Wis. Stats; now, therefore, be it
